Position Overview

An experienced Electrical Owner's Representative is required to provide on-site oversight of electrical construction activities for a utility-scale solar project in Texas. The role involves representing the owner in the field, monitoring the EPC contractor and subcontractors to ensure electrical installation is completed safely, in accordance with project drawings and specifications, and to the required quality and schedule standards. The position works closely with the Construction Manager and other discipline-specific Owner's Representatives throughout construction, testing, commissioning, and project turnover.

Key Responsibilities

• Maintain a regular on-site presence and represent the owner's interests during electrical construction activities.
• Monitor EPC contractor and subcontractor electrical work, including:
  • DC collection systems
  • PV module and string wiring
  • Combiner boxes and associated equipment
  • Inverters and medium-voltage transformers
  • Underground and above-ground cable installation
  • Medium-voltage collection systems
  • Grounding and bonding
  • Cable terminations and testing
  • Electrical equipment installation
  • SCADA and communications interfaces
• Monitor contractor work for compliance with IFC drawings, electrical specifications, approved submittals, and applicable project standards.
• Review electrical drawings, one-lines, cable schedules, and installation details to identify potential field issues or deviations.
• Identify and document deficiencies, non-conforming work, and quality concerns.
• Coordinate with the Construction Manager regarding RFIs, design clarifications, field changes, and corrective actions.
• Participate in electrical inspections, quality walks, construction meetings, and contractor coordination meetings.
• Monitor construction progress against the project schedule and communicate potential delays, constraints, or sequencing issues.
• Observe electrical testing activities and support documentation of test results.
• Coordinate closely with commissioning personnel as systems transition from construction through testing, energization, and turnover.
• Monitor electrical safety practices, particularly during testing and energization activities, and immediately escalate unsafe conditions.
• Provide detailed daily reports covering manpower, completed work, equipment, progress, field issues, and relevant contractor activities.
• Maintain photographic documentation of electrical construction progress and deficiencies.
• Coordinate with Civil, Mechanical, HV/Substation, and other Owner's Representatives where scopes interface.
• Support punch-list development, completion tracking, and final turnover documentation.

Qualifications

• 5+ years of electrical construction experience, preferably within utility-scale solar, BESS, wind, or other large-scale power generation projects.
• Strong understanding of utility-scale solar electrical systems, including DC systems, inverters, transformers, and medium-voltage collection systems.
• Prior experience as an Electrical Owner's Representative, Electrical Superintendent, Electrical Construction Manager, Electrical Inspector, or similar field role preferred.
• Utility-scale solar construction experience strongly preferred.
• Ability to read and interpret electrical drawings, one-line diagrams, specifications, and construction documentation.
• Knowledge of electrical QA/QC processes, testing requirements, and industry construction practices.
• Familiarity with NEC requirements and applicable electrical safety standards.
• Experience working around energized equipment and understanding of LOTO and electrical safe-work practices.
• Strong written communication and daily reporting skills.
• Ability to work independently in the field and appropriately escalate construction, quality, and safety concerns.
• Proficiency with Microsoft Office and construction documentation/reporting platforms.
• Valid driver's license.

Work Environment

This is a site-based field position in Texas supporting the construction of a utility-scale solar facility. The Electrical Owner's Representative should be comfortable working outdoors in varying weather conditions, traversing active construction areas, and working alongside multiple contractors and field disciplines. The position will require significant field presence throughout electrical installation, testing, commissioning, and turnover.
