Position Overview

An experienced Civil Owner's Representative is required to provide on-site oversight of civil construction activities for a utility-scale solar project in Wisconsin. The Civil Owner's Representative will represent the owner in the field, monitoring the EPC contractor and subcontractors to ensure civil work is completed safely, according to project specifications, and in accordance with quality and schedule requirements. This role will work closely with the Construction Manager and other discipline-specific Owner's Representatives and will serve as the owner's primary field resource for civil construction activities.

Key Responsibilities

• Maintain a regular on-site presence during active construction activities and represent the owner's interests in the field.
• Monitor civil construction activities performed by the EPC contractor and subcontractors, including:
  • Site clearing and grubbing
  • Mass grading and earthwork
  • Cut/fill operations
  • Access roads and site roads
  • Drainage and stormwater systems
  • SWPPP and erosion-control measures
  • Culverts and crossings
  • Equipment pads and foundations
  • Trenching and backfill
  • Fencing and site restoration
• Monitor contractor work for compliance with IFC drawings, specifications, approved plans and applicable project standards.
• Review grading, drainage and stormwater activities and identify potential constructability or quality concerns, with a focus on grading, drainage, stormwater management, geotechnical conditions and SWPPP implementation on utility-scale projects.
• Identify and document deficiencies, non-conforming work and deviations from project specifications.
• Coordinate with the Construction Manager regarding field issues, RFIs, design clarifications and corrective actions.
• Participate in civil inspections, quality walks and construction progress meetings.
• Monitor contractor progress against the project schedule and communicate potential delays or sequencing issues.
• Act as a safety steward and immediately report unsafe conditions or activities to site leadership.
• Provide detailed daily reports documenting manpower, equipment, completed work, weather conditions, construction progress, issues and relevant contractor activities.
• Maintain photographic documentation of civil construction progress and notable field conditions.
• Coordinate with electrical, mechanical, environmental and other Owner's Representatives where scopes interface.
• Support punch-list development, completion tracking and final civil turnover activities.
• Maintain professional working relationships with personnel, EPC contractors, subcontractors, inspectors and other project stakeholders.

Qualifications

• 5+ years of construction experience, preferably supporting utility-scale solar, wind, BESS or other large-scale energy/infrastructure projects.
• Strong civil construction background with experience in earthwork, grading, drainage, roads, SWPPP/erosion control and site development.
• Prior experience as an Owner's Representative, Civil Superintendent, Civil Construction Manager, Civil Inspector or similar field position preferred.
• Utility-scale solar construction experience strongly preferred.
• Ability to read and interpret civil drawings, grading plans, specifications and construction documentation.
• Working knowledge of civil QA/QC processes and construction best practices.
• Strong understanding of site safety requirements and ability to identify unsafe or non-compliant work.
• Strong written communication skills with the ability to produce clear daily field reports.
• Comfortable working independently and escalating issues appropriately to the Construction Manager.
• Proficiency with Microsoft Office and construction documentation/reporting platforms.
• Valid driver's license.

Work Environment

This is a site-based field position in Wisconsin. The Civil Owner's Representative should be prepared to work outdoors in varying weather conditions and traverse active construction areas and uneven terrain. The role involves projects with significant civil, road, drainage and stormwater scopes.
