Commissioning Engineer

Key Responsibilities

  • Assure the safe operation of equipment and systems and ensure the safe conduct of personnel.
  • Supervise and coordinate pre-commissioning, commissioning activities, and operation tests during the Worksite/Site phase.
  • Act as the principal liaison between the Worksite/Site Commissioning Team, Construction Team, material logistics team, and commissioning representatives.
  • Demonstrate familiarity with system completion workflow processes and SCDB.
  • Provide guidance and discussion to the construction team to complete Mechanical Completion (MC) as per commissioning sequence and priority.
  • Oversee all pre-commissioning and commissioning activities, including safety, environmental, quality, budgets, and schedule aspects of the Worksite/Site scope.
  • Ensure all pre-commissioning and commissioning activities are conducted in accordance with project Quality Assurance / Quality Control (QA/QC) Plans.
  • Issue general instructions and programs for conducting work related to pre-commissioning and commissioning activities at site.
  • Prepare and issue progress reports to management as defined by project management.
  • Lead the Worksite/Site team to comply with HSE requirements, aiming for zero harm, accidents, injuries, defects, or unwanted discharges/leaks.
  • Liaise with the Worksite/Site HSE manager to ensure compliance with HSE deliverables, site audits, inspections, PTW systems, LOTO and energy isolation, near miss, and incident reporting.
  • Coordinate with the Commissioning Manager, Quality Manager, and Construction Manager on final inspection, punch list, and handover acceptance.
  • Develop ITR, completion certificates, completion dossiers, and related documentation.
  • Verify with QC to ensure allocation of check sheets for all system components.
  • Prepare and arrange test equipment, temporary equipment, special tools, and consumables required for PC&C scope during yard and offshore phases.
  • Plan and mobilize PC&C resources, vendor engineers, and sub-contractors for PC&C scope during yard and offshore phases.
  • Coordinate activities in accordance with overall project QA/QC Plans.
  • Ensure that tests are witnessed and required documents are signed by appropriate representatives in accordance with the project QA/QC Plan.
  • Take overall responsibility for completion activities, including maintenance of SCDB progress, change management, punch list management, PCC execution, and completion milestone coordination.
  • Liaise with HSE lead to comply with HSE deliverables, site audits, inspections, PTW systems, LOTO and energy isolation, near miss, and incident reporting.

Requirements

  • Preferred degree in Electrical & Instrumentation (E & I) discipline.
  • Minimum 5 to 10 years' experience in the oil and gas industry.
  • At least 2-3 project commissioning and handover experiences.
  • Experience handling software such as HEXAGON/ICAPS, WINCC, or similar.
  • Offshore certifications not required.
