JOB PURPOSE (Why the position exists)
The post holder is responsible for leading project delivery and ensuring execution is completed safely within allocated time and cost.

JOB PURPOSE (Why the position exist and its ultimate deliverables)
The post holder is responsible for producing structural engineering deliverables and providing technical support to ensure accurate, technically and commercially viable technical bidding and project deliverables.

KEY ROLES & RESPONSIBILITY

Specific responsibilities of the Senior Project Engineer shall include, but are not limited to, the following:

a. Management
i. Responsible to review the correctness and accuracy of Weekly Project Reports, Monthly Project Reports, and project updates produced by Project Engineer and Planner. Project Engineers shall familiarize themselves with commercial reports and updates.
ii. Monitor overall approved project execution plan to ensure work is done in compliance with company and client requirements. Senior Project Engineer shall identify any non-conformance and variation from the agreed or approved method or sequence of installation.
iii. Execute overall project work scoping based on scope of work and drawings provided by clients. Develop general technical specifications and prepare general scope of work to be tendered out. Liaise with the Field Engineer and Construction Engineer for specific scope of work required such as grouting, hammer, etc.
iv. Responsible for identifying all Change Order (CO) works during the execution of the project. These COs need to be compiled, substantiated and submitted to clients for approval according to the approved process. Project Engineer must liaise with Contract Engineer to strategize and finalize the Change Order proposal.
v. Lead/chair the project key meetings either internal within PMT or external with clients and subcontractors required in the project. Senior Project Engineer is also responsible to ensure that all issues raised during the meetings are addressed and closed out.
vi. Ensure all project risks in terms of safety, operation, contract, etc. are evaluated and compiled. Project Engineers must liaise with Risk Engineer and other disciplines within PMT to compile, evaluate, and mitigate the risks.
vii. Practice effective communications with the clients and all departments within the company in order to have smooth project execution.
viii. Review and provide support to Contract Manager in drafting official letters to clients.
ix. Act as focal person in preparing any presentation deck, as and when required, for any ad hoc internal and external meetings.

b. Resource Management
i. Assist Project Manager in setting Project Management Team (PMT) consisting of personnel from multiple disciplines to execute the project.
ii. Perform evaluations of the performance of subcontractors engaged in the project. The results will be used as guidelines for future subcontract awards.

c. Billing and Invoicing
i. Responsible to review invoices from vendors and to clients.
ii. Follow up with relevant internal teams in finalizing vendors statement of final account (SOFA).

d. HSE
i. Execute the works in compliance with client and company approved policies and Project HSE plan.
ii. Responsible for ensuring all planned works are safe or within acceptable risks. Construction Risk Assessment (CRA) and Hazard Identification (HAZID) shall be conducted prior to work execution.

Senior Project Engineer is responsible to execute technical and commercial key tasks and elements in project management and other instructions received from Supervisor during the course of project execution.

Senior Project Engineer is responsible to review and verify that the works done by Project Engineer are correct and accurate.

KEY PERFORMANCE INDICATORS (MEASUREMENT SUCCESS)
(I) Financial

RELEVANT EXPERIENCE:
- Minimum of three (3) years working experience as an Engineer, preferably in the oil and gas fabrication industry.

QUALIFICATIONS / CERTIFICATIONS:
- Degree in Engineering (Civil, Mechanical, Mechatronics, Electrical) from a recognized higher learning institution.
- Registered with the Board of Engineers Malaysia (BEM).

REQUIRED SKILLS (Select top 5 from capability matrix and level where applicable)
- Leading, familiar with international codes and standards such as API, ASTM, AWS, BS, AISC and client specifications.
- Familiar with PDMS and other relevant 3D Modelling Software.
- Able to conduct engineering analysis and read engineering drawings.
- Engineering Design (Level 3).

RELEVANT EXPERIENCE:
- Minimum of fifteen (15) years working experience as Project Engineer, preferably in EPC, installation and related project environments.
