Qualification:
- Higher National Degree (HND), or University Degree (preferably in an Engineering discipline), or an accredited HSE professional certificate
- Associate membership of a recognized safety institution is desirable

Experience:
- Minimum 10 years of experience in Occupational Health and Safety, preferably in the Oil, Gas and Petrochemical Industry, or minimum of 2 years' experience in large scale Oil and Gas construction projects (including greenfield and brownfield work)
- Thorough knowledge of safe work practices, international standards (e.g., ISO 45001:2018), and procedures
- Conversant with international standards in Environmental Management Systems
- Trained in any of the following Incident Investigation Software: TapRoot, SafetyCulture, EasyRCA, Tripod Beta, etc.
- Competent in the use of PC including MS Word, Excel, Access, PowerPoint and other relevant software
- Experience in the GCC is desirable

Primary Duties and Responsibilities:
- Provide technical Health and Safety services during definition, detailed design, and execution stages to ensure contractor compliance with established HSE policies, guidelines, procedures, standards, and regulations
- Support and maintain a strong safety culture in line with the organization's vision, strategy, and values
- Identify and implement risk reduction measures based on hazard identification and risk assessment studies in all areas and phases of construction, pre-commissioning, and commissioning, working closely with risk assessment specialists and other parties
- Participate in checking and reviewing method statements, JSAs, safety certifications, and other related documents submitted by contractors/consultants, and report any non-compliance, lapses or issues to the immediate Supervisor
- Monitor site HSE programs and safe work practices, and review and evaluate data, information, and systems as required
- Carry out duties and responsibilities for all areas of work covered in HSE aspects of projects
- Ensure company and contractor personnel adherence to HSE standards, policies, guidelines, procedures, and regulations
- Provide field oversight for contractors, subcontractors and vendors to verify understanding of and compliance with project HSE requirements
- Monitor activities within project sites, conduct daily inspections, and ensure the work is carried out in line with approved JSAs, Risk Assessments, Method Statements and the approved Permit to Work System
- Manage and implement HSE requirements on site throughout the project duration, collaborating with relevant departments, stakeholders and disciplines to ensure regulatory compliance
- Support and provide inputs to the Senior HSE Engineer for implementing Project HSE Performance Monitoring, HSE Objectives and Initiatives, and HSE-related procedures, guidelines, standards, and policies
- Implement the company's Environmental Management System and identify noncompliance, recommending immediate corrective measures and long-term solutions to prevent recurrence
- Monitor the implementation of HSE legal requirements, regulatory bodies' requirements, national laws and regulations, and ratified international conventions and protocols within project activities
- Participate in and support the maintenance of the Project HSE risk register to ensure proper recording, monitoring and close-out of Project HSE Risks throughout the project duration
- Participate in review of contractors' HSE documentation (HSE Plan, HSE Procedures and other HSE requirements) to ensure compliance
- Participate in review of contractor HSE personnel CVs and competence assessment tests/personal interviews prior to mobilization of HSE personnel to site, to ensure compliance with corporate standards for managing HSE in contracts
- Conduct incident investigations and reporting, including implementation of preventive and corrective actions for incidents/accidents occurring within projects, ensuring compliance with corporate incident management procedures
- Conduct site safety meetings and HSE awareness sessions for project staff and contractors
- Conduct safety audits on the project involving all parties to ensure compliance with safety policies, advise corrective actions, and follow up to ensure proper implementation
- Compile reports and prepare statistical and trend analysis to assess safety performance
- Contribute to updating HSE codes, standards, specifications, and philosophies

Key Requirements:
- Strong background in Occupational Health and Safety within Oil, Gas and Petrochemical or large-scale construction environments
- Proven experience implementing and overseeing HSE management systems and legal requirements
- Ability to lead and influence contractors and stakeholders on HSE matters
- Strong analytical, reporting, and incident investigation skills
- Excellent communication and collaboration skills across multidisciplinary teams
