Key Responsibilities
- Manage all Quantity Survey activities related to infrastructure and civil capital projects, including the preparation and verification of Bills of Quantities, man-hour requirements, and tender and contracts documentation as per project scope.
- Participate in both technical and commercial evaluations for tenders.
- Establish and update total installed unit cost data for a variety of oil and gas and infrastructure projects. Upload additional cost data for completed projects to enhance the effectiveness of the in-house cost estimation database system.
- Represent the company in all cost engineering, budgeting, and invoicing matters for projects carried out by Engineering Departments under the relevant directorate.
- Determine applicable rates, estimation strategies, preliminary and general items, and mark-ups to be used for cost estimates.
- Review and approve or reject contractor invoices and TDR/claim submissions based on thorough cost assessment.
- Verify and endorse bills of quantities and man-hour requirements prepared by engineering consultants, ensuring they incorporate into EPIC/construction tenders and contracts.
- Physically verify and endorse re-measurable works completed by EPIC/construction contractors.
Requirements
- Education: Bachelor's degree in Quantity Surveying or an Engineering discipline.
- Experience: Minimum of 12 years of experience in multidisciplinary quantity surveying, especially related to infrastructure and civil projects. Experience in the oil and gas or petrochemical industry is preferred.
- Technical Skills: Practical experience in tenders, administering remeasurable contracts, BOQ preparation, and estimation. Familiarity with SAP and MS Office applications.
- Competencies: Strong time management and organizational skills. High proficiency in English (written and spoken). Ability to operate effectively under pressure and tight deadlines.
