Qualification:
Mechanical, Metallurgical or Materials Engineering degree, or technical diploma with experience and direct exposure to Quality Control in a multi-discipline construction environment. Preferably with formal training in QC and membership with a recognised chartered or other professional institution.
CSWIP 3.2 / AWS-SCWI Senior Welding Inspector and NDT Level-II (ASNT, ISO, etc.) certification is a must. Preferably with BGAS Grade-2 / NACE Level-2 Painting Inspector certificate. Other equivalent certifications provided by internationally recognised organisations can be accepted.
Experience:
- 10 years experience for Bachelor's degree engineers and 15 years experience for technical diploma holders in a similar position in the Oil & Gas sector. Experience in the GCC is desirable.
- Hands-on experience in storage tanks, piping, pipeline welding inspection and testing, and installation of static and rotating equipment.
- Sound working knowledge of QC aspects and various testing requirements related to major oil and gas / petrochemical-focused construction projects.
- Ability to perform complex duties and work effectively with contractor personnel and colleagues at all levels in a multidisciplinary, multicultural environment.
Primary Duties and Responsibilities:
- Implement the elements of the companys management system applicable to your function.
- Take responsibility for your own safety and the safety of others who may be affected by the business, whether or not the activity is under your direct control, and proactively participate in all safety matters affecting project construction.
- Prevent pollution to the environment, either by you or by others on the project.
- Co-ordinate and attend inspections, tests and punch listing on behalf of the company.
- Become familiar with project and discipline-specific inspection documentation to ensure understanding of contract requirements.
- Implement quality inspection procedures on construction activities, suppliers and subcontractors to ensure compliance with project specifications.
- Ensure that documentation generated by the contractor for inspections, tests, surveillance and surveys meets the requirements of the Project Quality Plan, ITPs and project requirements.
- Ensure completion of relevant forms and reports for inspections and tests undertaken by the contractor and maintain inspection records.
- Communicate effectively with the contractor, third parties and end users at your level.
- Ensure that all equipment used for measuring and testing is in calibration and that calibration records are available.
- Perform surveillance of project site construction activities to identify problems and potential or actual non-conformances, and assist in proposing corrective and preventive actions.
- Liaise with other site Supervisors and the Contractor to stay aware of planned and completed construction works to ensure NDE is planned and performed.
- Assist the Sr. QA/QC Engineer in the review and approval of Contractor QA/QC documents such as QCPs, ITPs, WPS/PQRs, special processes, personnel qualifications, material approval requests, vendor documents, MRBs, project dossiers etc.
- Monitor and witness Contractor material preservation, fabrication, installation, inspection and testing activities related to structural steel, process piping, pipelines, tanks, rotating and static equipment including internals installation and associated interface activities.
- Witness and verify all inspection and testing activities related to welding, NDT, PWHT, hardness testing, pressure testing of valves, alloy verification, painting etc., from procedures and personnel qualification through to system hydrotesting, ensuring compliance with project requirements.
- Closely monitor the performance of special processes and personnel, weld repairs, NDT status and controls exercised by the contractor, and inform the Sr. QA/QC Engineer of any concerns.
- Participate in the receiving inspection of project permanent materials and verify associated documentation for traceability of piping bulk materials, structural steel, static and rotating equipment, consumables such as welding electrodes/filler wires/gases, painting/wrapping materials etc.
- Follow up on corrective actions to close out non-conformances.
- Monitor trends of non-compliance to company requirements and provide feedback on the status of contractor performance.
- Initiate surveillance reports and NCRs for Sr. QA/QC Engineer approval.
- Maintain relevant QA/QC documents and records.
