Job Dimensions

This position exists up to the completion of the development phase including project close-out. The project management and central controls teams are based internationally and the package teams are primarily based in engineering and site locations in Europe and Mozambique (Maputo and other project sites) during this phase.

This position is based in Maputo with missions to other project locations as necessary.

Key Responsibilities

The Service Provider shall be responsible for the scheduling, planning and progress measurement activities for all project activities primarily excluding the Onshore EPC activities and the Upstream Package but will support those activities as necessary.

Services include:

  • Support development, implementation and maintenance of procedures, means and tools in order to ensure the efficient organization and operation of the scheduling, progress control and reporting activities.
  • Assist in defining (and updating as necessary) a suitable Work Breakdown Structure for new scopes ensuring compliance with project needs in terms of progress control, cost control and reporting, for all phases of the project.
  • Develop, update and revise the schedules per activity as required by Project Management, and incorporate such planning into the project integrated schedule under the guidance of the Planning Manager.
  • Prepare and update planning S-curves and progress reports; ensure variances are properly explained and communicated to the project team.
  • Review, monitor and analyze project schedules and key dates for packages against approved baseline schedule, and prepare associated forecasts.
  • Analyze, track and report contract specific planning and progress KPIs and communicate their status to the project team.
  • Participate in project meetings when required; gather, prepare and analyze data for risk assessments.
  • Ensure risk items are identified and accurately represented in the project schedule and forecast, and in the project schedule risk analysis.
  • Support contracts and procurements for bidding, tendering, contract selection and change management as required.
  • Provide the necessary checks and approval functions for invoices submitted, in accordance with contracts, project and company procedures.
  • Organize, coordinate, supervise and control all applicable planning activities, regularly informing, supporting and advising the Project Management team.
  • Assist teams to prepare respective package progress measurement system definition and follow-up requirements, review and comment on contractors' procedures and proposed schedules, scheduling and progress control methodology, and check and approve contractors' progress measurement and progress reports.
  • Prepare a suitable Monthly Planning and Progress Measurement Report complying with the project management needs.
  • Support the development of detailed and accurate Project Monthly Report / Project Weekly Report (and any other report as requested).
  • Assist in preparation of, and coordinate integration of, the reporting issued after weekly / monthly project meetings and all management meetings as required.
  • Provide assistance to the Project Controls Management for all matters related to scheduling and progress reporting and general reporting.
  • Timely report to the Planning Manager, highlighting progress and encountered areas of concern.
  • Ensure and impose strict confidentiality for all the scheduling and progress measurement related documentation produced (whatever its support).
  • Gather lessons learnt with respect to scheduling, progress control and reporting matters and deliver to the Planning Manager.
  • Demonstrate exemplary behaviour regarding HSSE rules and requirements, with regards to company ethics and code of conduct policy and implement and control these rules and requirements within the area of responsibility.

Context and Environment

This role supports a major LNG development in Mozambique involving multiple international partners and stakeholders. It is the first operated development of this kind in the country for the operating group.

Accountabilities

The position activities will be performed in close collaboration and coordination with the Project Management. The job holder will play an essential role in ensuring the project schedule is well monitored, forecasted and managed and that the project team is kept fully aware of the state of contract schedules.

Requirements

Minimum Education:

Engineer / Bachelor degree in Business Management or similar

Minimum Experience:

5+ years of experience in major oil and gas project cost control

Required Skills / Certifications:

  • Major oil and gas project developments knowledge and experience
  • Excellent organizational ability and commitment to meeting deadlines
  • Team spirit with ability to work closely with various stakeholders (international teams, vendors and subcontractors, affiliates, headquarters, etc.)
  • Strong communication and proficient presentation skills
  • Knowledgeable and experienced with schedule and planning principles and methods
