Job Purpose

The Offshore Construction Supervisor plays a key role in achieving field production objectives by ensuring construction works are executed according to plan and within defined timelines. This position is critical for project delivery and has a direct impact on field production plans. The role involves coordinating and supervising construction teams across various offshore locations and managing the execution of projects with budgets up to 1 MUSD.

Key Responsibilities

• Coordinate and supervise construction teams, including supervisors, foremen, technicians, and vendors offshore.
• Report progress of offshore construction works in line with departmental procedures.
• Liaise with onshore construction coordinators to address emerging issues during execution phases.
• Apply a cost-conscious approach to all offshore construction activities.
• Ensure compliance with health, safety, and environmental policies to deliver incident-free shutdowns.
• Prepare and plan construction works with the project team, including resource, equipment, and tool requirements.
• Maintain daily communication with onshore coordinators for timely preparation and execution.
• Implement actions to guarantee achievement of objectives and provide daily reports to the construction department.
• Contribute to the development of detailed project plans to maintain critical path and deliver offshore works with zero punch items.
• Participate in risk analysis, design reviews, and HAZID/risk assessments as required.
• Assist with preparation of isolation plans, lifting plans, and ensure all required procedures are in place before work starts.
• Coordinate logistics, materials, and personnel mobilization for offshore activities.
• Support project engineers and coordinators in preparing construction plans and schedules.
• Lead daily safety tours, toolbox talks, and ensure all safety issues are reported promptly.
• Manage permit to work processes and review contractor timesheets.
• Coordinate with quality assurance for all quality matters and deliver consistent documentation for commissioning and construction activities.
• Assist the commissioning team as needed and ensure delivery of construction within scope, quality, and budget.
• Compile execution data, contribute to project close-out reports, and participate in lessons learned reviews.
• Ensure work orders are closed and documentation is archived for future reference.

Requirements

• Relevant technical and industry experience in oil and gas operations, with a relevant trade qualification or degree.
• Advanced skills and knowledge of campaign/shutdown management techniques, preferably in petrochemical, refining, oil & gas exploration, or production industries.
• Awareness or basic use of planning software tools such as Primavera P6 and MS Project.
• Excellent planning, organizational, and communication skills.
• Strong leadership abilities and experience working in multi-disciplined, multi-cultural environments.
• Fluent in English, including technical vocabulary.
• Self-starter, able to work with minimal supervision.
• High-level user of Computerized Maintenance Management Systems (CMMS), such as SAP.
• Medically fit to work on offshore oil & gas installations.

Work Environment

This position is based offshore on various production sites in Qatar, operating oil and gas facilities. The role is part of a permanent team with a 28/28 rotation schedule. Occasional participation in onshore meetings and visits to workshops may be required.
