Job Purpose
This role is responsible for establishing and maintaining an effective contract life cycle for goods and services in a cost-effective and professional manner to protect company interests. The role covers high-value and complex contracting and capital procurement of services related to the Turnaround Section. You will coordinate with Senior Engineers within the Turnaround Section and other disciplines to ensure smooth operation of turnaround contracting services. You will manage all aspects of turnaround projects regarding planning, monitoring, control, and maintaining project details, ensuring data quality in management systems, and evaluating contractor performance.
This position supports the preparation and establishment of the company's long-term rolling plan for future turnaround Capex projects, working cooperatively with the Finance Department and all relevant departments. You will also be responsible for developing and maintaining a cost database in line with industry best practices.
Your work will support the Senior Contracts & Logistics Engineer in preparing required statistical reports and trends, supporting the Head of Turnaround and other stakeholders to monitor execution status. You will assist in maintaining, reviewing, and updating turnaround control procedures to ensure adherence within the Section.
Key Responsibilities
Contracting Process:- Analyse the scope of work and plan the best method of enquiry or tendering, selecting appropriate contract types.
- Prepare memos for competent authorities and obtain necessary approvals.
- Initiate procurement by consolidating requirements for turnaround section services.
- Establish long-term contracts for recurring contracting services.
- Identify potential bidders for direct invitation or closed tenders in consultation with the supply chain, and initiate tenders after approvals.
- Explore cost-saving opportunities by consolidating requisitioning, enquiry, tendering, order processing, and post-order activities.
- Develop and monitor the implementation of systems, procedures, policies, and methodologies for planning and control.
- Guide end-users in developing cost-effective and competitive specifications, considering all elements of cost and product requirements.
- Promote Zero Base Costing to reflect market conditions in cost estimates.
- Collaborate closely with all relevant sections for planning, monitoring, execution, and budgeting.
- Support management by periodically reporting cost forecast trends and providing early warnings for cost overrun risks during Turnarounds.
- Analyse and report all Turnaround-associated expenditures.
- Prepare monthly progress and accruals reports, quarterly outlooks, and other required internal and external stakeholder reports.
- Perform variance analysis between budgeted and actual performance to support management reporting.
- Coordinate with stakeholders to prepare the annual five-year rolling Capital Turnarounds Plan, following up and monitoring cost control.
- Work with accounting teams to ensure correct accounting treatment regarding OPEX, CAPEX, and pre-turnaround stages.
- Ensure all expenses are properly allocated to turnaround work orders and coordinate with planning and budgeting to ensure accurate, up-to-date time writing rates.
- Generate management information on turnaround performance, including monthly and quarterly board reports.
- Monitor turnaround progress and update expenditure forecasts.
- Assist in budget variance analysis and actions on over/under spending.
- Coordinate accrual processes to ensure accurate allocation of turnaround accruals.
- Review and assure the accuracy, completeness, and compliance of turnaround cost estimates at various stages.
- Act as a reference for cost engineering and estimating best practices.
- Maintain cost management databases and leverage available software for increased accuracy in cost estimation.
- Mentor and train new staff and trainees to ensure competence in assigned activities.
- Support the development of turnaround planning skills, scheduling tools, and best practices within the team.
- Facilitate effective knowledge transfer to all staff members.
- Proficient in Microsoft Office applications: Excel, Word, PowerPoint, and Outlook.
- Working knowledge of SAP Plant Maintenance (PM) and Materials Management (MM) modules.
Requirements
- Bachelor's degree in a relevant discipline.
- 5-10 years of direct and related experience.
- Ability to meet specific job skill and competency levels.
