The HCV 1 North Sea Atlantic Company Site Representative (CSR) will oversee the reporting staff assigned to and onboard the vessel and report directly to the EPCI Installation Manager.

During the preparation phase and the installation phase of the LNG project, the CSR will assist the EPCI Installation Manager with technical appraisal and supervision of the pipelay campaign operations. The scope of work will particularly focus on the installation of the 18 x 10 inch production flowlines and associated PLETs at all ends using reel-lay installation on the Deep Energy vessel working under the offshore EPCI contractor.

During the dedicated campaigns in 2026 and 2027, the CSR will represent the company onboard the vessel, ensuring all installation activities are completed in accordance with the requirements stipulated in the approved documentation and the project-specific HIRAs. They will ensure any changes are reviewed in detail, appropriately risk assessed (involving in-country and head office teams when required) and captured via the Management of Change process with risk assessments as required.

The CSR will act as RSES-D within the vessel environment, reporting to the RSES in the deepwater field.

Key Responsibilities

  • Review the installation design, plans, procedures and documentation prepared by the contractor and ensure they meet project specifications and are in accordance with the installation scope.
  • Complete all training required by the company to support the project team as a CSR.
  • Lead as primary client point of contact on board for the offshore EPCI contractor.
  • Lead the company supervision team onboard and evaluate the appropriate manning level to safely supervise the work.
  • Perform oversight and monitor the progress of the contractor's completion process.
  • Report to the Installation Manager as appropriate and share daily, weekly and milestone progress and status effectively.
  • Participate in installation risk assessment and follow mitigation measures in coordination with the contractor's risk management team.
  • Ensure that the contractor HSE plan for the vessel is properly bridged with the company HSE plan.
  • Participate in and lead regular safety walks and hazard hunts on the installation vessel.
  • Supply verified information to the reporting system that allows full tracking of installation events and help mitigate potential change orders.
  • Develop and maintain a strong working relationship with the operations team located on the vessels.
  • Monitor and witness offshore installation activities by the vessel and ensure installation is in accordance with company requirements.
  • Report to the Installation Manager about all technical issues that require specific attention in documentation review or during installation and mobilization progress meetings, including Management of Change.
  • Liaise with dedicated project team specialists (such as material and welding, corrosion and coating), marine/logistics teams, head office specialists, or third parties if required.
  • Contribute to lesson learned activities for the project and the close-out report.

Context and Environment

This is a large-scale LNG development with a multi-year construction period and a substantial onshore and offshore scope.

The development is a subsea (approximately 1,400 m) to shore dry gas field located in the northern part of Mozambique, with an initial production capacity from two trains.

The subsea field will be developed via:

  • 18 subsea wells
  • 7 production manifolds
  • 1 MEG manifold
  • 3 x 22 inch trunk lines
  • 6 inch and 8 inch MEG lines
  • 18 x 10 inch in-field flowlines
  • 2 x 4 inch in-field MEG lines
  • Associated ILTs and PLETs for all pipelines
  • 25 control modules
  • 4 onshore umbilicals
  • 2 main tie-back umbilicals
  • 5 in-field umbilicals
  • 12 UTA assemblies
  • 189 electro-hydraulic flying leads
  • 48 x 10 inch flexible jumpers, rigid jumpers and spools

Accountabilities

  • Preparation of the vessel campaign including installation procedure review, HIRA, readiness review, in-country mobilization and logistics.
  • Safe, on-schedule and high-quality execution of the installation campaigns.
  • Ensuring the marine warranty surveyor can carry out the scope of work with suitable documentation and attendance to tests, operations and vessels.
  • Ensuring that both contractor and company are fulfilling their regulatory duties and permits prior to commencement of work.

Requirements

  • Degree in engineering or similar, with a minimum of 15 years in the oil and gas industry with related offshore technical, quality and HSE oversight experience.
  • At least 10 years of offshore pipelay installation experience, including reel-lay technique.
  • Ability to work well in a high-stress, fast-paced environment with others in an international and multi-cultural environment.
  • Ability to multi-task and work as part of a small and flexible team, managing interfaces between multiple contractors.
  • Strong sense of responsibility and accountability for the area of work and delivery against those responsibilities.
  • Onboard vessel experience in managing offshore installation contractors and supporting inspection services and HSE oversight.
  • Fluency in the English language.
  • Current BOSIET and OGUK medical certification prior to mobilizing offshore.
