Commissioning Coordinator (Instrumentation)

Key Responsibilities

  • Supervise project-related pre-commissioning and commissioning works executed by contractors and their sub-contractors at offshore locations, ensuring compliance with all relevant requirements.
  • Act as the representative on board offshore facilities and contractor marine spread, responsible for project-related pre-commissioning and commissioning activities.
  • Prepare required work permits and ensure all stipulated system requirements are adhered to by contractor personnel during execution of identified work.
  • Attend daily meetings with the Asset Holder for planning works and reporting progress or constraints.
  • Coordinate with HSEQ personnel for surveillance of construction, installation, and commissioning works to ensure alignment with approved HSEQ procedures.
  • Coordinate with contractor representatives for movement of personnel and materials according to the agreed schedule.
  • Review contractor's pre-commissioning and commissioning plans, schedules, procedures, and JSAs.
  • Monitor pre-commissioning and commissioning activities to ensure compliance with approved procedures and drawings.
  • Inspect completed work for mechanical completion and identify punch list items to initiate pre-commissioning activities.
  • Coordinate with construction supervisors for clearance of punch list items and witness required pre-commissioning and commissioning activities.
  • Provide daily progress reports of activities to the project team as per the identified distribution matrix.
  • Schedule and coordinate with Operations Representatives to witness site acceptance tests, loop checks, and other activities as per the commissioning plan.
  • Develop planning for commissioning activities and ensure implementation according to the approved commissioning plan and project schedule.
  • Detail activities into required systems and subsystems to facilitate commissioning and start-up.
  • Develop and arrange approval for all commissioning handover checklists and certificates, and coordinate with contractors and vendors to resolve system or equipment performance issues.
  • Work closely with the construction team, end users, and contractors to coordinate punch listing activities throughout the commissioning process, including clearance and close-out.
  • Coordinate schedules for vendor presence and site visits, and arrange on-job training to assist in commissioning of critical equipment and processes.
  • Support the development of local national employees by ensuring proper job training and development to maximize their contribution to project success.

Requirements

  • Diploma or Degree in a relevant engineering discipline.
  • Extensive experience in commissioning of offshore oil and gas facilities, with exposure to construction activities.
  • Minimum of ten (10) years' experience in pre-commissioning and commissioning activities in oil and gas industry projects.
  • Experience with commissioning databases, operational readiness software, and specifications.
  • Understanding of commissioning processes for various types of work, including mechanical, electrical, instrumentation, and telecom.
  • Strong skills in commissioning management, effective communication, and conflict resolution.
