Role Objective
Ensure the safe, compliant, and high-quality pre-assembly, testing, and commissioning of Wind Turbine Generators (WTG) for reliable long-term operation and handover to Generation. Act as in situ pre-assembly and offshore WTG technical and quality authority, providing fact-based insight into WTG readiness, risks, and system integrity, while promoting a strong safety culture and close collaboration with contractors, engineering, commissioning, and asset stakeholders.
Key Responsibilities
- Represent as the WTG commissioning authority in-situ, ensuring WTGs meet contractual, technical, and employer requirements prior to Take Over Certificate (ToC) and handover to Generation.
- Lead by example in safety, quality, and professionalism, acting as a visible role model for contractors and personnel.
- Maintain continuous oversight of WTG pre-assembly, testing, and commissioning activities onshore pre-assembly and offshore, with focus on Critical-to-Quality (CtQ), Critical-to-Functionality (CtF), and Critical-to-Interfaces (CtI) deliverables.
- Provide observation-based feedback and reporting on the WTG and other Power Generation interfaces (foundations, array cables, SCADA, OT security, protection), readiness, risks, knock-on impacts, snags, and defects to WTG Commissioning Management and back-office functions.
Tasks
- Utilize employer-provided reporting, daily progress, and risk management tools.
- Supervise, verify, and witness WTG integrity from a Critical To Power Management (CTPM) perspective on first article inspection, pre-assembly, and offshore activities; electrical works, and system integration/interfaces, including mechanical, electrical, control, communication, and safety systems.
- Review and witness WTG-related mechanical and electrical readiness, ensuring compliance with specifications and acceptance criteria.
- Verify mechanical completion and commissioning readiness of individual WTGs and associated turbine systems at pre-assembly and offshore.
- If applicable, execute LV and HV Authorised Person duties where appointed, ensuring electrical safety, LOTO, and controlled energisation of WTG systems.
- Monitor, report, and follow up on Non-Compliance Reports (NCRs), punches, retrofits, and defects, ensuring proper root cause understanding and where possible closure before handover.
- Track progress of WTG commissioning works and interfaces between turbine OEM, fabrication, pre-assembly, installation contractors, commissioning teams, and engineering stakeholders.
- Ensure everyone is working toward the same documentation revision and has access to OEMs quality acceptance criteria, risk assessments, work instructions, and energy isolation procedures.
- Contribute to lessons learned and continuous improvement of CTPM, specifically targeting WTG commissioning practices and other Power Generation interfaces.
- Witness 240h reliability test runs (RTR), review Commissioning Completion Certificates (CCC), and WTG commissioning documentation for compliance with contractual and asset requirements for subsequent handover to Generation.
Deliverables
- Completed and verified WTG Commissioning Documentation Register (CDR) for final transfer.
- Accurate daily and system-level progress reporting.
- Report punches and NCRs related to WTG systems.
- Documented lessons learned and improvement proposals.
Decision Authority
- Authority to accept or reject pre-assembly, testing, and commissioning activities based on contractual requirements, technical specifications, and defined acceptance criteria.
- Authority to stop work in case of unsafe conditions or critical quality deviations impacting WTG integrity and/or personnel safety.
Qualifications & Requirements
- Technical (electrical or mechanical) education or equivalent technical background with strong WTG system knowledge.
- Proven experience in WTG pre-assembly first article inspection and pre-commissioning, offshore commissioning or similar industries, including commissioning of electrical, mechanical, and control systems.
- Solid understanding of SCADA, turbine control systems, and electrical safety.
- GWO certifications (Basic Safety Training, CoHE, Enhanced First Aid, and HV where applicable).
- OGUK Medical including Chester Step, depending on country requirement.
- Strong communication, reporting, and documentation skills, advanced English required, and ability to challenge contractors constructively.
Desirable
- Prior experience with WTG handovers to Operations / Generation.
- HV Authorized Person within the industry or GWO HV Operation training certificate.
