Overview
An exciting opportunity is available for an experienced Senior Engineer - Development Planning to support offshore greenfield oil and gas developments from opportunity evaluation through project execution and operational handover.
This role combines technical development planning, project management, commercial coordination, stakeholder engagement, and operations readiness to ensure projects are delivered safely, on schedule, within budget, and aligned with approved project objectives. The successful candidate will work closely with multidisciplinary teams, EPCIC contractors, joint venture partners, and regulatory authorities throughout the project lifecycle.
Key Responsibilities
Development Planning & Feasibility
- Evaluate exploration and greenfield development opportunities through technical and commercial feasibility studies
- Coordinate multidisciplinary teams and external consultants during feasibility assessments
- Consolidate study findings, identify project risks and opportunities, and provide recommendations for management decision-making
- Support the development of long-term development strategies and five-year work programmes and budgets
Project Development & Commercial Support
- Support preparation of negotiation strategies for commercial agreements and project development activities
- Coordinate contract development and review with legal and commercial teams
- Participate in commercial negotiations and contract execution activities
- Support project value optimisation throughout the development lifecycle
EPCIC Project Oversight
- Monitor EPCIC contractor performance against approved scope, cost, schedule, quality, and project objectives
- Review contractor deliverables, change requests, and progress reports
- Monitor project KPIs, earned value, schedule performance, cost trends, and risk exposure
- Recommend corrective actions to address project deviations
Risk & Interface Management
- Develop and maintain project risk registers and mitigation strategies
- Coordinate interfaces between engineering disciplines, contractors, operations, and external stakeholders
- Manage interface registers covering EPCIC packages, brownfield tie-ins, and third-party infrastructure
- Facilitate timely decision-making across multidisciplinary project teams
Operations Readiness
- Develop and implement Operations Readiness and Assurance (ORA) plans
- Coordinate project handover planning from development through operational start-up
- Ensure operational teams are prepared through structured handover activities
- Support safe, reliable, and efficient project commissioning and start-up
Stakeholder Management
- Build effective working relationships with internal departments, joint venture partners, contractors, and regulatory authorities
- Prepare executive-level reports, presentations, and decision papers
- Support project governance and management reporting throughout project execution
Requirements
- Bachelor's degree in Engineering or a related discipline
- Minimum 5-10 years of experience within the upstream oil and gas industry
- Demonstrated experience supporting offshore greenfield development projects
- Good understanding of the upstream project lifecycle, including FEL 1-3, Final Investment Decision (FID), and project execution
- Experience overseeing EPCIC contractors and multidisciplinary project teams
- Strong knowledge of project planning, risk management, interface management, and project controls
- Experience supporting operations readiness and project handover activities
- Excellent stakeholder management and communication skills
- Strong leadership, organisational, and analytical abilities
- Self-motivated with the ability to manage multiple priorities independently
- Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint
- Fluent in English and Bahasa Malaysia
Preferred Qualifications
- MBA or postgraduate qualification in Engineering, Economics, Finance, or a related discipline
- Experience working with offshore development projects within Southeast Asia
- Knowledge of project governance, stage-gate assurance processes, and integrated project delivery
