JOB BRIEF
We are currently seeking a highly skilled and experienced Senior Cost Engineer to join a major industrial megaproject in Sweden. The successful candidate will be responsible for developing, maintaining, monitoring, and controlling project cost management systems across engineering, procurement, construction, and commissioning phases.
This role requires a cost engineering professional with a minimum of 15 years of project controls and cost management experience, together with a proven track record working on large-scale EPC, EPCM, PMC, or industrial construction projects within sectors such as Oil & Gas, Energy, Steel, Mining, Infrastructure, or Heavy Industrial developments.
The Senior Cost Engineer will work closely with Project Managers, Construction Managers, Contractors, Finance Teams, and Client stakeholders to ensure project costs are accurately forecasted, monitored, reported, and controlled throughout the project lifecycle. The ideal candidate will possess excellent analytical, communication, and stakeholder management skills and thrive in a fast-paced, multicultural project environment.

RESPONSIBILITIES
- Develop, implement, and maintain project cost control systems and procedures.
- Establish project cost baselines, budgets, forecasts, and cost reports throughout the project lifecycle.
- Monitor project expenditures against approved budgets and identify cost variances and trends.
- Produce and present regular cost reports, dashboards, forecasts, and performance analyses to project management and client stakeholders.
- Analyze project performance through earned value management (EVM), cost trending, and forecasting techniques.
- Review contractor cost reports, progress claims, and change requests to verify cost accuracy and compliance.
- Support the preparation and management of project budgets, estimates, and cost plans.
- Track commitments, expenditures, accruals, and forecast final project costs.
- Identify cost risks and opportunities and develop mitigation strategies where necessary.
- Support project controls activities including forecasting, performance measurement, trend analysis, and change management.
- Coordinate with engineering, procurement, construction, and commissioning teams to ensure cost alignment across all project functions.
- Monitor and control project contingency usage and provide recommendations to management.
- Ensure compliance with client procedures, project controls standards, and cost management methodologies.
- Assist in the preparation and evaluation of variation orders, claims, change management, and commercial assessments.
- Support procurement activities by reviewing bid evaluations, purchase orders, and contract cost implications.
- Contribute to project reporting requirements and management presentations.
- Support continuous improvement initiatives within the cost engineering and project controls function.
- Perform any additional duties assigned by Project Management related to cost control, forecasting, budgeting, and project controls.
REQUIREMENTS AND SKILLS
- Minimum 15 years of Cost Engineering and Project Controls experience on major EPC, EPCM, PMC, or Construction projects.
- Extensive experience working within the Oil & Gas, Energy, Steel, Mining, Infrastructure, Industrial, or Heavy Construction sectors.
- Proven experience developing and managing project budgets, forecasts, and cost control systems on large-scale capital projects.
- Strong understanding of project controls principles, cost management methodologies, and earned value management techniques.
- Experience preparing and maintaining cost baselines, cash flow forecasts, and cost performance reports.
- Strong experience with project cost management software and advanced Microsoft Excel skills.
- Experience supporting project reporting, forecasting, and performance management processes.
- Strong knowledge of engineering, procurement, construction, and commissioning project phases.
- Experience reviewing contractor cost reports, variation orders, and commercial claims.
- Familiarity with project risk management and contingency control processes.
- Strong analytical and problem-solving capabilities.
- Excellent communication and presentation skills with the ability to engage stakeholders at all levels.
- Ability to work effectively within multidisciplinary and multicultural project teams.
- Experience working on large industrial megaprojects is highly desirable.
- Bachelor's Degree in Engineering, Quantity Surveying, Construction Management, Finance, or a related discipline.
- Professional certifications such as AACE, CCP, PMP, or equivalent are advantageous.
- Fluent English communication skills, both written and verbal.
- Strong attention to detail with the ability to manage multiple priorities in a dynamic project environment.
PREFERRED EXPERIENCE
- Experience on major Energy Transition, Renewable Energy, Mining, Metals, Petrochemical, or Heavy Industrial projects.
- Previous experience working in Europe or on international megaprojects.
- Experience within PMC, EPCM, or Owner's Engineer environments.
- Knowledge of cost management systems and similar project controls tools.
- Demonstrated ability to provide strategic cost management support on complex, multi-billion-dollar projects.
