Primary Duties
- Lead and provide technical, commercial, and functional direction related to all aspects of contracting including Invitation to Tender (ITT) (Pre-Award), Contract Changes (Post Award), and supporting Close Out activities.
- Develop, recommend, and support Management and Tender Committee strategy and recommendation presentations.
- Manage cross-functional initiatives and queries with Supply, Procurement, Legal, HSE, and Technical Quality departments to ensure company compliance and promote obtaining best value for the organization and its shareholders whilst ensuring due dates are met.
- Take the lead in preparing communications and contractual responses to drilling and completions contractors.
- Develop, prepare, and gain alignment on various types of reports and data required for management from a departmental perspective.

Key Job Accountabilities
Pre-award
- Manage a portfolio of existing drilling and completions contracts; duties include assessing suitability of current contracts for new campaigns, seeking opportunities to optimize contract effectiveness, providing technical evaluation for scope additions and estimating cost impact for contract cap values, implementing change orders / contract amendments as required.
- Establish new drilling and completions contracts; duties include defining technical requirements / specifications to be included in contracts, developing contract / tendering strategies, providing engineering support for tendering activities, conducting technical and commercial evaluations, assisting in negotiations.
- Assess commercial risks and consider appropriate risk mitigation solutions to prevent any potential impact on tender and contract delivery programs.
- Develop, recommend, and support Management and Tender Committee approval request presentations.
- Generate, review, and advise teams on technical and commercial evaluation criteria.
- Lead technical evaluation of contractor bids, lead clarifications, and review / guide the team with respect to authoring technical evaluation reports / matrices.
- Advise on and review alternative bid submissions, supporting evaluation of acceptability both technically and commercially.
- Interface internally with other drilling and completions team members to ensure contract effectiveness, capturing lessons from current contracts and applying them to upcoming programs.
- Interface with other stakeholders such as Supply and Subsurface Business Support to support tendering and procurement processes.
- Support the preparation of tender committee presentations and submissions.
- Provide mentorship for the development of national engineers and junior staff.
Post-award
- Provide ad-hoc contract administration of drilling and completions contracts, which may include contract management plans, claim mitigation, change orders, and close-out activities.
- Review and modify ITT templates and exhibits to comply with general terms and conditions.
- Interface with other stakeholders such as Supply and Subsurface Business Support to support change order and procurement processes.
- Support the preparation of tender committee presentations and submissions.
Education / Experience Required
- Minimum B.S. degree in Commerce or Engineering from an accredited and recognized university.
- Minimum of 8 years post-degree, including relevant work experience in both engineering and contracting aspects of large offshore drilling and completions rig programs.
- Experience and strong technical knowledge of drilling and completions equipment, materials, and services (preferably including jack-up drilling rigs, directional drilling, drilling fluids, OCTG, cementing, liner systems, completion equipment, wellheads and trees, wireline, coiled tubing, perforating, acid stimulation, fishing and milling).
- Experience in drilling and completions contract strategies, contract tendering, contract award, post-award contract administration, and contract negotiations for large drilling and completions programs.
- Experience working in the Middle East region preferred.
