Job Purpose
- Provide expertise and support for QA/QC implementation under the Operations Expansion Start-Up department involving quality of engineering, design, procurement, construction, installation of new equipment, and repair/modifications of onshore and offshore facilities, consistent with applicable Codes, Standards, Specifications, and Company Policies and Procedures.
Reporting and Relationships
- Reports to Head of Functional Engineering.
- Direct reports: None.
Internal Relationships
- Regular contact with Operations Expansion Start-Up department, Project Management Team, and Operations departments.
- Periodic contact with Engineering & Projects Group and HSEQ, including interactions with Plant Inspection Division and Facilities Engineering.
External Relationships
- Frequent contact with shareholders subject matter experts, EPC contractors, vendors, suppliers, and engineering consultants.
Job Context and Major Challenges
- Provide technical support to end users in the fields of Materials, Metallurgy, Fabrication, Welding, NDT, and Auditing.
- Assess and resolve concerns for planned / unplanned equipment and piping repairs and modifications.
- Ensure material quality from procurement stage to final receipt at company facilities.

Key Responsibilities
1. Coordinate the activities of QA/QC Inspectors, contract-hired engineers/inspectors, and NDT Technicians in compliance with procedure requirements.
2. Conduct metallurgical failure analysis on failed plant or offshore components to establish the cause of failure and develop recommendations.
3. Provide expertise and support for QA/QC matters related to procurement of materials and equipment, including:
- Reviewing purchase requisitions for inspection and certification requirements
- Performing technical bid evaluations
- Appointing Third-Party Inspection (TPI) inspectors
- Ensuring inspection of material received at the warehouse
4. Analyse and review all critical repair instructions including Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR), and QA/QC reports generated by QA/QC inspectors and engineers, listing alternative testing and inspection methods as applicable for repair or modification.
5. Participate and provide necessary inputs for startup readiness, lessons learned, Formal Risk Assessment (FRA), Engineering Management of Change (EMOC), and Root Cause Failure Analysis (RCFA) from a QA/QC perspective.
6. Provide technical input on the Scope of Work for maintenance contracts related to repair and modification works, participate in technical bid evaluations for these contracts, review all Contractor documents, and ensure compliance with QA/QC requirements.
7. Coordinate and perform technical audits as requested on suppliers and contractors Quality Management Systems, providing technical evaluation and recommendations, and conducting follow-up for observations and corrective actions. Promote quality awareness among Maintenance, Supply Department, and Contractors through training, knowledge sharing, and procedure rollout sessions.
8. Plan and ensure timely execution of inspection and certification of gas cylinders, portable tanks, and lifting equipment as per QA/QC section KPIs.
9. Communicate and reinforce understanding of policies and procedures for Project and Plant QA/QC (e.g., material receiving inspection and control of welding), assisting in revising or updating them and supporting various other QA/QC procedures.
10. Support Operations Readiness Plan processes, follow up on deliverables, meet milestone target dates, and ensure proper handover/completion in line with Company policies and procedures.
Part B: Person Specification - Minimum Requirements
Qualifications
- Bachelors degree in Engineering.
- Professional certifications in Welding, NDT, Inspection, or Auditing.
Knowledge and Experience
- Minimum 4 years experience in QA/QC-related activities within the oil and gas industry.
- Conversant in design, engineering, procurement, fabrication, inspection, and installation of process equipment and piping.
- Experience in troubleshooting welding and QA/QC issues.
Technical and Business Skills
- Proficient in written and spoken English.
- Computer literate.
- Good interpersonal and leadership skills.
- Strong data analysis and reporting skills.
- Ability to provide guidance and technical support to the team.
