Projects Controls Engineer

Location: Doha, Qatar

Job Purpose / Objective

Manage and ensure the successful execution of projects. Primary responsibility is to oversee and implement project management processes, including estimation, planning, scheduling, budgeting, monitoring, and reporting to effectively control project progress and resources.

Key Responsibilities

  • Project Planning & Scheduling
    • Collaborate with project managers, engineers, and stakeholders to develop detailed project plans, including defining goals, scope, objectives, deliverables, and milestones.
    • Support planning engineers to develop project schedules by breaking down activities, sequencing them, and estimating durations to establish execution timelines.
    • Evaluate and endorse planning package documents submitted by contractors.
    • Participate in kick-off and regular review meetings with contractors to evaluate progress, address issues, and propose necessary actions.
    • Review and endorse updated schedules submitted by contractors for progress verification.
    • Monitor the critical path during project execution and ensure timely actions to recover delays.
    • Control and monitor resources required for the project, including manpower, equipment, and materials, to ensure execution as per schedule through all phases.
    • Conduct regular site visits to evaluate and control project progress versus the original schedule, address variances, and propose remedial actions.
  • Project Cost and Data Analysis
    • Work closely with estimators, project managers, engineers, and stakeholders to support project cost estimation, including labour, materials, equipment, and other expenses.
    • Develop and manage project budgets, tracking and monitoring costs throughout the project lifecycle.
    • Keep project budget forecasts updated throughout the lifecycle.
    • Prepare yearly and quarterly budgets for projects.
    • Develop and monitor department budgets.
    • Manage and control project costs, including forecasting and spend tracking, and work closely with engineers and stakeholders to ensure budgets are met and cost overruns are addressed.
    • Analyse project performance data to identify trends, variances, and potential areas for improvement, making recommendations to managers and stakeholders.
    • Update individual master cost control sheets for major projects and maintain accurate financial data through all phases.
    • Review project invoices and validate progress.
    • Analyse Extension of Time (EOT) claims and change orders, assessing their impact on schedules.
    • Support managers and stakeholders to identify potential risks and develop contingency plans to mitigate them.
    • Monitor projects for unforeseen risks and propose corrective actions if necessary.
    • Undertake any other ad-hoc duties as required.
  • Project Controls & Analysis
    • Monitor and control project progress using various tools and techniques to collect and analyse data, identifying potential risks and deviations from the plan.
    • Provide regular project status updates, generate reports, and recommend corrective actions when necessary.
    • Identify project resource requirements and coordinate with relevant teams to ensure availability, monitor resource utilization, optimize allocations, and manage changes or conflicts.
    • Implement monitoring systems and tools to track progress against plans, schedules, and budgets, collecting data, analysing performance, and recommending corrective actions.
    • Collaborate with teams and stakeholders to identify potential risks and develop mitigation strategies, monitoring and assessing risk impacts and implementing response measures.
    • Assess and manage changes to project scope, schedule, and budget, evaluating change requests and making recommendations for approval or alternatives.
    • Implement quality control processes to ensure deliverables meet quality standards and client expectations.
    • Identify lessons learned from projects and recommend improvements for future projects.
    • Manage and control relevant modules in procurement and ERP systems through all project phases from investment program creation to financial close out.
  • Policies, Systems, Processes and Procedures
    • Identify opportunities for continuous improvement of project systems, policies, processes, and practices.
    • Develop and enhance procedures and guidelines related to project controls as requested.
    • Provide technical guidance, coaching, and professional development support to project controls personnel and promote standardization of practices across the organization.
  • Quality, Health, Security, Safety and Environment
    • Ensure compliance with regulatory requirements and relevant quality, health, safety, security, and environmental procedures and controls to guarantee employee safety and delivery of high-quality products/services.
  • Reporting
    • Ensure all relevant reports are prepared timely and accurately, meeting departmental requirements, policies, and standards.
    • Provide regular project status updates to managers, engineers, stakeholders, and senior management through reports, dashboards, and presentations.
    • Support internal and external audits by representing projects and providing necessary documentation evidence.
  • Development of Local National Employees
    • Contribute to the development of local national employees (applicable to expatriate employees only).

Requirements

  • Education Required: Bachelor's degree in Engineering.
  • Preferred: Bachelor's degree in Mechanical, Chemical, or Civil Engineering.
  • Experience Required: 5-7 years of experience as a projects controls engineer with brownfield construction experience in the Oil & Gas Industry.
  • Preferred: Experience in the petrochemicals industry.
  • Job Specific Requirements:
    • 3rd party certification (e.g., PMP, PMI, APM etc.)
    • Hands-on experience with costing tools/software
    • Certificate of Cost Professional (CCP)
    • Planning and Scheduling Professional Certificate (PSP)
    • Advanced user of MS Excel and other MS tools
