Role Purpose
The Pre-Commissioning Manager / Engineer will lead and coordinate the safe, controlled, and efficient delivery of complex energy engineering and construction activities from a Kuala Lumpur base, working across multidisciplinary office, fabrication, marine, and field interfaces as required. The role carries accountability for reliable execution within its discipline, timely coordination with stakeholders, and maintenance of clear, auditable records.
Key Responsibilities
- Plan and execute pre-commissioning activities for pipelines and associated systems, including cleaning, gauging, testing, dewatering, and preparation for handover as applicable.
- Develop and review procedures, calculations, equipment requirements, and execution sequences.
- Coordinate vendors, marine spreads, operations, HSE, quality, and engineering interfaces.
- Capture test results, punch items, and completion dossiers to support system handover.
- Lead the pre-commissioning scope, including strategy, procedures, equipment, subcontractors, offshore readiness, and execution assurance.
- Own interfaces, schedule integration, technical risk, and completion/handover reporting for pre-commissioning.
- Participate in planning, coordination, and progress meetings and provide concise status, risk, and action updates.
- Apply document control, change management, and approval requirements and maintain records suitable for audit and handover.
- Work in accordance with applicable HSE, quality, ethics, and compliance requirements, escalating concerns promptly.
Qualifications & Experience
- Engineering degree, preferably mechanical, process, or pipeline related, with practical pipeline or systems pre-commissioning experience.
- Typically 8+ years of relevant experience, including leadership of complex interfaces or work scopes.
- Experience in offshore energy, EPC/EPCIC, transportation and installation, fabrication, or marine construction environments is strongly preferred where relevant to the role.
- Strong written and spoken English; ability to work effectively in a multicultural, multidisciplinary environment.

Additional Requirements
- Based in Kuala Lumpur with flexibility to travel to yards, ports, vessels, offshore locations, or supplier premises when the assignment requires.
- Able to work to project deadlines and, where operationally necessary, support extended hours, mobilisation windows, or offshore rotations.
- Any offshore medical, safety training, professional certification, or competency requirement will depend on the final work scope and mobilisation location.
