Role Purpose
The HSE Manager will lead and coordinate the safe, controlled and efficient delivery of complex energy engineering and construction activities from a Kuala Lumpur base, working across multidisciplinary office, fabrication, marine and field interfaces as required. The role carries accountability for reliable execution within its discipline, timely coordination with stakeholders, and maintenance of clear, auditable records.
Key Responsibilities
- Promote a proactive HSE culture and verify compliance with approved procedures, risk controls and applicable legal requirements.
- Facilitate risk assessments, toolbox processes, incident reporting, inspections and corrective-action close-out.
- Support marine, construction, fabrication, logistics and office teams with practical HSE guidance.
- Monitor leading and lagging HSE indicators and provide clear reports to project and functional leadership.
- Lead the HSE function for assigned operations and provide assurance to project leadership.
- Set HSE priorities, review performance trends, lead significant incident investigations and ensure effective close-out of systemic actions.
- Participate in planning, coordination and progress meetings and provide concise status, risk and action updates.
- Apply document control, change management and approval requirements and maintain records suitable for audit and handover.
- Work in accordance with applicable HSE, quality, ethics and compliance requirements, escalating concerns promptly.
Qualifications & Experience
- Degree or recognised professional qualification in HSE, engineering or a related discipline; experience supporting high-risk construction or marine operations.
- Typically 8+ years of relevant experience, including leadership of complex interfaces or work scopes.
- Experience in offshore energy, EPC/EPCIC, transportation and installation, fabrication or marine construction environments is strongly preferred where relevant to the role.
- Strong written and spoken English; ability to work effectively in a multicultural, multidisciplinary environment.

Additional Requirements
- Based in Kuala Lumpur with flexibility to travel to yards, ports, vessels, offshore locations or supplier premises when the assignment requires.
- Able to work to project deadlines and, where operationally necessary, support extended hours, mobilisation windows or offshore rotations.
- Any offshore medical, safety training, professional certification or competency requirement will depend on the final work scope and mobilisation location.
