We are looking for an HSE Advisor to be based in The Hague, Netherlands. Reporting into senior project leadership, you will be responsible for supporting the development and implementation of Health, Safety, Environment and Process Safety frameworks across a large-scale energy infrastructure project.
This role will play a key part in ensuring effective risk management, regulatory compliance, and alignment with corporate HSE standards across both onshore and offshore project phases.
About the Client
The organisation is a leading international energy company delivering a major carbon capture and storage (CCS) development in the Dutch North Sea. The project forms part of a wider portfolio of decarbonisation initiatives aimed at supporting industrial clusters and enabling large-scale CO₂ transport and storage solutions.
With significant planned investment and a rapidly expanding team, the organisation is building a high-performing project structure to support delivery over the coming years. The project is currently in a growth phase, offering the opportunity to contribute to the development of systems, processes and organisational capability from an early stage.
Main Responsibilities
- Support the development, implementation and continuous improvement of HSE and Process Safety strategies, policies and procedures
- Ensure compliance with applicable legislation, regulatory requirements and internal standards
- Contribute to the establishment and maintenance of an HSE Management System aligned with international standards (e.g. ISO 14001, ISO 45001)
- Promote the application of risk management, hazard identification and process safety tools across project activities
- Support the development of frameworks for risk, change and incident management
- Assist in the implementation of environmental management practices, including permitting and compliance obligations
- Support contractor and supplier HSE management, ensuring alignment with required performance standards
- Participate in audits, inspections, incident investigations and root cause analysis activities
- Contribute to emergency response planning and preparedness activities
- Support performance monitoring, reporting and continuous improvement initiatives
- Engage with internal and external stakeholders, including project teams, contractors and regulatory bodies
Role Development
The position will initially operate as an HSE Advisor role within a lean project team. As the organisation continues to scale, there is a clear opportunity for the role to evolve into a broader leadership position with responsibility for managing HSE activities and supporting the development of a dedicated HSE team.
Skills and Experience Required
- Degree in Engineering or a relevant scientific discipline
- Demonstrable experience in HSE within high-risk industries such as oil & gas, energy, offshore or construction
- Experience working with HSE Management Systems and international standards (e.g. ISO 14001, ISO 45001)
- Strong understanding of risk management, incident investigation and process safety principles
- Experience working across onshore and/or offshore environments
- Knowledge of regulatory frameworks within relevant sectors (regional experience advantageous)
- Strong communication and stakeholder engagement skills
- Ability to work independently and operate effectively within a growing organisation
- Proactive mindset with a focus on continuous improvement
