Cost Engineer
Location: Saudi Arabia (Riyas Construction Camp)

Overview
An opportunity is available for an experienced Cost Engineer to support large-scale construction project controls within a major project environment in Saudi Arabia. The role focuses on cost management, budgeting, forecasting, and project financial control across the full project lifecycle.
You will be responsible for developing and maintaining cost structures, monitoring project expenditure, and supporting accurate financial reporting and change management processes in coordination with engineering, procurement, and construction teams.
Key Responsibilities
- Develop, issue, and maintain Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) for assigned project scopes
- Support development of project budgets, including cost estimates, assumptions, and scope definitions
- Liaise with engineering, procurement, construction, finance, and planning teams to ensure accurate cost capture and allocation
- Monitor project costs, commitments, expenditures, and forecasts across all project phases
- Maintain and update project cost budgets using project control systems and tools
- Support cost phasing, forecasting, and alignment with project schedules
- Prepare and issue cost performance reports in line with project reporting requirements
- Develop and maintain project cost forecasts and updates
- Monitor and report on manpower cost impacts and project resourcing forecasts
- Manage project change control processes including variations, change orders, and cost impact assessments
- Facilitate cost and schedule impact analysis for project changes
- Monitor contingency usage and overall cost performance
- Support project close-out activities including final cost reconciliation
- Participate in risk analysis, cost reviews, and project controls audits
- Support continuous improvement initiatives within project controls functions
- Assist in mentoring junior cost control personnel
Requirements
- Bachelor’s degree in Engineering, Business, Finance, or related discipline (or equivalent experience)
- Minimum 8 years’ experience in cost engineering or project controls within construction or oil and gas projects
- Strong knowledge of cost management principles including budgeting, forecasting, and cash flow
- Experience working with WBS and CBS structures in large-scale projects
- Strong understanding of change management and project cost control processes
- Experience with earned value management and cost variance analysis
- Ability to prepare and interpret cost reports and financial performance data
- Strong coordination skills across multidisciplinary project teams
- Familiarity with project execution procedures and cost control systems
- Strong analytical and problem-solving abilities
- Ability to work in high-pressure, deadline-driven environments
