Role Overview

Assignment Type: Initial 3-year contract

Location: Lulea, Sweden

Work Schedule: Monday - Friday

Client: Green Steel Production Company

The Head of Construction is responsible for ensuring that the Mini Mill project has a clearly defined organization, tools, processes, competence, and staffing to enable effective oversight and performance assurance of overall construction management activities.

This includes defining the organization and roles, and leading cooperation and steering of the PMC partner on construction and construction management activities. The role ensures that construction management teams deliver in line with project targets, schedule milestones, and defined processes.

The role provides leadership to the owner-side construction management team, which executes oversight, coordination, and site-level assurance activities across all construction areas. The Head of Construction acts as coach, advisor, and senior support to the teams as needed to enable construction and construction management activities to progress efficiently.

Key Responsibilities

  • Strategic Oversight: Ensure organizational definition and development of construction management teams within the Mini Mill organization and align them with project goals.
  • Budget & Schedule Control: Ensure relevant project deliverables are met on time and within budget.
  • Team Leadership: Hire, manage, and develop the construction management team.
  • Compliance & Safety: Enforce health and safety protocols and ensure compliance with regulations.
  • Stakeholder Management: Communicate progress to senior management and maintain relationships with clients and stakeholders.
  • Define and drive the development of necessary processes and tools for planning, executing, and reporting construction activities.

Required Skills

  • Leadership: Proven ability to develop high-performing teams within construction projects.
  • Project Management: Strong knowledge of construction methods, practices, and scheduling.
  • Commercial Acumen: Detailed understanding of vendor relationships and contract models.

Qualifications and Experience

  • Bachelor's degree in Civil Engineering, Construction Management, or a related discipline.
  • Minimum 15 years of experience in construction on large-scale industrial, infrastructure, or energy projects (project values exceeding 500M).
  • Experience on greenfield industrial megaprojects (steel, mining, petrochemical, energy, or similar heavy industry).
  • Proven experience in leading multi-disciplinary construction management teams.
  • Demonstrated experience from the owner/client side (not solely contractor-side experience).
  • Understanding of construction contract forms (FIDIC, NEC, AB04, or equivalent), including claims, variations, delay analysis, and dispute resolution mechanisms.
  • Experience preparing for and leading steering committee presentations and executive-level reporting.
  • Familiarity with Nordic or European construction market practices and regulatory frameworks.
  • Fluency in English; additional Nordic or other European languages are advantageous.
