Role Purpose
The Buyer 2 will support the safe, controlled and efficient delivery of complex energy engineering and construction activities from a Kuala Lumpur base, working across multidisciplinary office, fabrication, marine and field interfaces as required. The role is accountable for reliable execution within its discipline, timely coordination with stakeholders, and maintenance of clear, auditable records.
Key Responsibilities
- Execute procurement activities from requisition review and enquiry through bid evaluation, award and post-award follow-up.
- Develop commercially sound sourcing strategies while maintaining technical, quality, HSE and schedule requirements.
- Coordinate with engineering, quality, logistics and vendors to maintain procurement schedules and resolve constraints.
- Maintain complete procurement records, approvals, bid tabulations, purchase orders and supplier correspondence.
- Manage assigned purchase packages with moderate complexity and support senior buyers on larger packages.
- Prepare enquiries, commercial comparisons, purchase orders and routine supplier negotiations.
- Participate in planning, coordination and progress meetings and provide concise status, risk and action updates.
- Apply document control, change management and approval requirements and maintain records suitable for audit and handover.
- Work in accordance with applicable HSE, quality, ethics and compliance requirements, escalating concerns promptly.
Qualifications & Experience
- Degree or diploma in supply chain, business, engineering or a related discipline; relevant procurement experience in major engineering/construction environments.
- Typically 3-7 years of relevant experience, adjusted for the complexity and seniority of the assignment.
- Experience in offshore energy, EPC/EPCIC, transportation and installation, fabrication or marine construction environments is strongly preferred where relevant to the role.
- Strong written and spoken English; ability to work effectively in a multicultural, multidisciplinary environment.

Additional Requirements
- Based in Kuala Lumpur with flexibility to travel to yards, ports, vessels, offshore locations or supplier premises when the assignment requires.
- Able to work to project deadlines and, where operationally necessary, support extended hours, mobilisation windows or offshore rotations.
- Any offshore medical, safety training, professional certification or competency requirement will depend on the final work scope and mobilisation location.
