3. JOB PURPOSE / OBJECTIVE
Supervise shift personnel, resolve processing issues, ensure equipment reliability, and develop a strong workforce in order to achieve shift's production goals while meeting safety, environmental, and quality requirements.
4.1 KEY ACCOUNTABILITIES
People Management
- Supervise the activities and work performed by direct reports to ensure that it is carried out in a safe and efficient manner, in line with the business plans, and company policies and procedures.
- Identify employees' training and developmental needs and recommend plans to bridge the knowledge gaps to ensure continuous progression, and high-level of competence within the team.
- Recommend employees' training and developmental needs and in conjunction with Human Capital Department bridge the knowledge gaps to ensure continuous progression, and high-level of competence within the team.
- Train and coach direct reports, ensure operators are trained and certified as required, and participate in evaluation of operators in OJT and Solo Phase to develop a team of cross trained operators.
- Manage the performance management process by setting annual objectives, and developing staff through mentoring, coaching and constructive feedback.
- Ensure operators comply with all company policies, procedures, Standard Operating Procedures, and Daily Operating Instructions.
- Ensure that all of the team members are completing their compliance trainings and are up to date on their training certifications.
- Set the shift schedules and coordinate manpower to ensure adequate manpower allocation in the shift in order to ensure required task are safely completed (i.e., operator work area assignments, vacation approvals, overtime assignments, shift rotations, training coverage, coverage for shift vacancies, time approval, etc.).
Routine Duties
- Supervise unit operations to ensure that production targets are met in compliance with Life Critical Procedures, Tenets of Operations, Consent to Operate, plant policies and procedures, Daily Operating Instructions, Standard Operating Procedures (SOPs) and Job Safety Analyses (JSAs).
- Perform comprehensive shift turnover.
- Deliver a concise and clear instructions in conducting operational daily ''Toolbox Meetings''.
- Use technical expertise as required to provide instruction and guidance to personnel in order to resolve any issues.
- Take the lead in resolving operational issues and ensures optimum equipment operability, reliability and resolve packaging and warehouse issues. Brings in SME's as required.
- Make necessary adjustments to the process in order to produce products within the required quality specifications.
- Ensure timely completion of MICE PM's and MICE corrective repairs.
- Ensure equipment is prepared for any scheduled PM's and SAP notifications are created for any maintenance CM jobs.
- Lead JSA's and ensures compliance to all safe operating procedures before releasing lines to maintenance.
- Review and approve Safety Bypass Permits and LT&T energy isolation lists.
- Cover the Maintenance Coordinator and work up as Operations Specialist and Shift Coordinator as needed.
4.2 KEY ACCOUNTABILITIES
Quality, Health, Security, Safety and Environment
- Ensure compliance with Life Critical Procedures, Tenets of Operations, Consent to Operate, plant policies and procedures, Daily Operating Instructions, Standard Operating Procedures (SOPs), Job Safety Analyses (JSAs), MOC Process, and Quality Management System to guarantee employee safety and delivery of high-quality products/services.
- Lead safety activities of the shift to ensure regulatory, health, safety, security, environmental, and quality compliance.
- Issue work permits for high-risk jobs.
- Carry out plant walk-down and audits to ensure work is being performed safely and that the plant safety systems are enabled. Coordinate efforts to correct discrepancies.
- Conduct necessary activities and lead efforts to eliminate Process Safety and Personal Safety Events.
- Conduct daily Toolbox meetings and Monthly Safety Communication Meetings in order to discuss HSE issues with the team.
- Ensure changes are managed through the MOC Process, facilitating the implementation as required.
Policies, System, Processes and Procedures
- Contribute to the identification of opportunities for the continuous improvement of Departmental systems, policies, processes, and practices taking into account 'international leading practices' in order to improve productivity and operational efficiency.
- Provide critical input to support the development of Section's systems, policies, processes, and procedures in order to meet business requirements.
- Implement all relevant Section's policies, processes, procedures, and instructions so that work is carried out in a controlled and consistent manner.
4.3 KEY ACCOUNTABILITIES
Reporting
- Prepare and submit Daily Shift Reports in a timely and accurate manner in order to meet the Departmental requirements, policies, and standards.
- Attend and participate daily morning meeting and provides the operational and safety updates.
- Communicate with Unit Leadership and Shift Coordinators to inform on issues that require additional follow up.
- Report incidents and near misses. Perform investigations, determine root cause, and assign necessary action items.
Qatarization
- Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.
5. QUALIFICATIONS & EXPERIENCE
Education
Required (Qualification1 / Discipline): Bachelor's Degree in Science or Engineering.
Preferred (Qualification1 / Discipline): Bachelor's Degree in Engineering.
Experience
Required (Years2 / Job Level3 / Industry):5-7 years of experience in the O&G Industry.
Preferred (Years2 / Job Level3 / Industry): 5-7 years of experience in Petrochemicals Production Facility.
Other Job Specific Requirements and/or Vocational Accreditations
- Working knowledge of SAP, Process Interface PI, and Microsoft Office applications
- Ability to coach and mentor personnel.
- Advanced knowledge of plant operations
- Advanced proficiency in communication skills
