Job Purpose
The SHES Lead provides counsel to the Offshore Head of SHES (QFAB & HUC - NFE & NFS) to ensure that all SHES (Safety, Health, Environment, and Security) requirements for the project are implemented in the fabrication yard. The role is critical in achieving project goals related to SHES, regulatory compliance, industrial hygiene, and emergency preparedness and response.
Reporting and Relationships
- Reports to: Head of SHES (QFAB & HUC - NFE & NFS)
- Direct reports: None
- Internal: Frequent contact with Head of SHES, Project PMT, and Construction, Pre-commissioning, and Commissioning Teams; periodic contact with other discipline leads and corporate HSE&Q
- External: Frequent contact with EPCI Contractors, Subcontractors, and third-party consultants involved in the fabrication scope
Job Context & Major Challenges
- Operating in a highly visible project environment with large capital expenditures and significant schedule pressures requiring high efficiency output
- Working in a complex multi-national, multi-cultural environment within a Fabrication Yard
- Driving best practices and utilizing advanced techniques to evaluate SHES performance and the implementation of SHES management systems
- Communicating with and influencing various organizations/departments internally and externally
- Managing resolution of issues amidst conflicting priorities
- Taking on a variety of tasks involving the Contractor SHES and Construction teams
Generic Accountabilities
- Safety Health & Environment: Ensure all activities adhere to company SHES and Quality policies, regulations, and standards
- Qatarization Program: Contribute to the development of Qatari employees (required for expatriate employees)
- Firewall Compliance: Ensure all activities comply with anti-trust, competition laws, and firewall policies and procedures
Key Responsibilities
- Coordinate fabrication, assembly, pre-commissioning & commissioning, and load-out phases; champion safety awareness and safe performance
- Monitor contractor activities for compliance with approved SHES procedures; develop strong relationships with contractor teams
- Ensure Project SHES requirements are implemented daily by contractor SHES officers; motivate supervision of contractor activities and report on safety performance and KPIs
- Coordinate SHES-related training delivery and recordkeeping; supervise contractor SHES staffing, experience levels, and effectiveness
- Support risk awareness and behavior programs, ensure high presence on site, and provide guidance to contractors with emphasis on less experienced SHES officers
- Review and support on-job training and deployment of behavioral safety observations and programs in the fabrication yard
- Oversee implementation of Project Life Saving Rules; intervene as required, record/report violations, analyze unsafe behaviors, and propose improvement actions
- Lead daily inspections using safety tools; review and track action closure and progress
- Support incident investigations, analyze trends, and ensure compliance with Permit to Work (PTW) requirements
- Ensure any identified non-compliance with procedures or regulations is communicated for immediate corrective action
Requirements
Qualifications- Bachelor's degree in sciences, safety, health, environment, security or engineering, or
- NEBOSH National/International Diploma in Occupational Health and Safety, SHES Relevant NVQ Level 5, or British Safety Council Level 6 Diploma in Occupational Safety and Health
- Minimum 8 years' experience in SHES within the Oil & Gas Industry
- At least 1 year in a supervisory role, including acting roles or oversight of service/vendor personnel
- Experience with Oil & Gas sector companies, contractors, or service companies
- Experience working in large-scale operating organizations in Operations, Projects, Subsurface, etc.
- Thorough knowledge of SHES management systems and programs
