Senior HSE / Environmental Engineer
Working Location: Abu Dhabi, UAEContract Type: Permanent
Job Purpose
Supervise, participate in, and conduct HSE inspections and audits across all company activities to ensure implementation of HSE management systems and compliance with local HSE legislations and client procedures and standards for major projects.
Key Responsibilities
- Plan and participate in the activities of HSE Engineers.
- Conduct project and department audits in compliance with HSEMS, EMS, ISO 14001, and ISO 45001.
- Conduct Behavioural Safety Audits (BSA) and high-profile HSE tours as per HSEMS guidelines.
- Implement site/project HSE plans and systems.
- Investigate incidents to identify root causes and provide recommendations for trend analysis.
- Implement fire, safety, and emergency plans for the site/project.
- Participate in health and hygiene inspections.
- Conduct fire and HSE training as required.
- Motivate and develop junior colleagues.
- Participate in developing and implementing operations' risk assessments and Job Safety Analysis (JSA).
- Ensure safety, firefighting, and lifesaving equipment is inspected and maintained.
- Maintain inventory of all tools and equipment for the site/project.
- Play an active and advisory role in the emergency response team on-site/project.
- Ensure that emergency drills are conducted.
- Review environmental studies for projects, such as HSEIA, CEMP, EIA, etc.
- Prepare and implement necessary environmental management plans in coordination with the project management team.
- Coordinate and follow up with local authorities on environmental permits.
- Verify that established procedures are followed and all necessary corrective actions concerning nonconformities and deficiencies are completed.
- Report environmental performance to management at periodic intervals.
- Develop and deliver training/awareness sessions on relevant environment-related procedures and standards.
- Conduct audits in compliance with ISO 14001, ISO 45001, and legal requirements.
- Investigate environmental incidents to identify root causes and provide recommendations for analysis.
- Assess site HSE issues and report to the Project HSE Manager.
- Provide HSE guidance to line management on all HSE issues.
- Determine HSE impacts on scope, schedule, and strategy for project methods.
- Assess HSE requirements for each work scope.
- Review project FRA's.
- Follow up on HSE observations and close out status.
- Prepare weekly and monthly KPI reports.
- Screen and interview potential Sub-Contractors for HSE personnel, qualifications, and competency.
- Verify HSE Plan implementation.
- Verify employees' competencies in HSE, including Sub-Contractor Management.
- Lead site HSE campaigns, mass TBT, periodic meetings, and on-site walkthroughs.
- Verify Sub-Contractors' HSE performance and implementation of client standards.
- Plan, define, report, and follow up on emergency drill scenarios.
- Define HSE milestones.
- Plan and execute audits.
- Assess leading and lagging indicators, including analysis of HSE tracking registers.
- Interface with project stakeholders on all relevant HSE issues.
- Verify that quality HSE induction and training plans are in place.
Requirements
- Education: Bachelor's Degree in Engineering, Occupational Health, Safety & Environmental Science, or equivalent.
- Certifications: NEBOSH, IOSH, OSHA, OSHAD, or equivalent. Certification in HSE Audit is an advantage.
- Experience: Minimum 6 years of related work experience in similar industries.
- Full knowledge and competence in the use of Self Contained Breathing Apparatus (SCBA).
- Knowledge of local and international HSE laws and regulations.
- Ability to work as part of a team and independently on own initiative.
- Ability to work under pressure and manage multiple projects.
- Ability to operate effectively in a multinational work environment.
- Good computer skills.
- Good presentation and investigation skills.
- Good communication, problem solving, analytical, negotiating, and influencing skills.
- Supervisory skills.
- Good written and spoken English. Knowledge of Arabic and one of the common workforce languages is an advantage.
