Project HSE Officer

Location: Mesaieed, Qatar
Contract Type: Long-term contract until June 2030

Overview
A major energy operator is seeking an experienced HSE Officer to support health, safety, and environmental activities across large-scale oil and gas construction projects. The role focuses on ensuring compliance with HSE standards throughout design, construction, pre-commissioning, and commissioning phases.

The Role
You will provide technical HSE support, monitor contractor compliance, and promote a strong safety culture across project sites, ensuring all activities are conducted in line with regulatory and company requirements.

Key Responsibilities

  • Provide HSE support across project phases including design, construction, and commissioning
  • Promote and maintain a strong safety culture aligned with company standards
  • Identify risks and support implementation of mitigation measures through risk assessments
  • Review method statements, job safety analyses, and safety documentation
  • Monitor site HSE programs and ensure compliance with approved procedures
  • Conduct daily site inspections and verify adherence to permit-to-work systems
  • Oversee contractor and subcontractor compliance with HSE requirements
  • Support implementation of HSE performance monitoring and reporting systems
  • Ensure compliance with environmental management systems and regulatory requirements
  • Maintain and monitor HSE risk registers and support risk close-out activities
  • Review contractor HSE plans, procedures, and personnel competency
  • Conduct incident investigations and ensure corrective and preventive actions are implemented
  • Lead safety meetings, audits, and awareness initiatives
  • Prepare HSE reports, statistics, and trend analysis
  • Support development and updates of HSE standards and procedures

Requirements

  • HND or Bachelor’s degree in Engineering or related discipline, or recognised HSE certification
  • Minimum 10 years of experience in occupational health and safety within oil and gas or petrochemical projects
  • Strong experience in construction projects including greenfield and brownfield environments
  • Knowledge of international standards such as ISO 45001 and environmental management systems
  • Experience with incident investigation tools such as TapRoot, SafetyCulture, EasyRCA, or similar
  • Proficiency in MS Office and relevant reporting tools
  • Experience working in the GCC is preferred
  • Strong communication, coordination, and problem-solving skills
