Role Overview

The Materials Owner's Representative (Materials OR) provides field oversight for material receiving, owner-furnished equipment (OFE), inventory, storage, preservation, custody, traceability, logistics interfaces, release readiness, spares/surplus, and turnover. This role ensures reliable visibility from delivery through installation, protecting quality, warranty, schedule, and commercial evidence, without assuming contractor responsibilities for receiving, quality control, rigging, technical disposition, procurement, or custody.

Key Responsibilities

  • Maintain an active presence at receiving, laydown, warehouse, storage, and major delivery areas appropriate to project risk.
  • Understand applicable purchase orders, scope, OFE responsibility matrices, approved material/equipment submittals, bills of material, packing lists, shipping requirements, receiving procedures, preservation requirements, warranty conditions, and turnover expectations.
  • Verify deliveries against approved information using exact part, model, serial, heat/lot, reel, bundle, container, or equipment identifiers.
  • Identify and document damage, shortages, overages, incorrect material, mixed shipments, missing certificates, broken seals, contamination, water intrusion, preservation failures, missing accessories, and other receiving exceptions promptly.
  • Maintain segregation and traceability of accepted, pending-disposition, damaged, rejected/quarantined, owner-furnished, contractor-furnished, spare, warranty, and surplus material as applicable.
  • Monitor storage and preservation to prevent material degradation between receipt and installation.
  • Provide timely visibility into delivery status, inventory risk, replacement lead time, preservation concerns, installation constraints, and material-related schedule exposure.
  • Support the quality program by verifying receiving and preservation inspections are performed and documented.
  • Initiate or support deficiency, nonconformance, punch, or issue records for material nonconformance as directed by project procedures.
  • Maintain or support receiving logs, inventory trackers, storage maps, damage/shortage logs, preservation logs, material-on-hold/quarantine logs, release/disposition records, vendor action logs, spares/special-tool records, and surplus/return records as assigned.
  • Ensure traceability when required, including serial numbers, heat/lot numbers, reel numbers, module/container IDs, transformer/equipment IDs, cable lengths, coating/material certificates, and other unique identifiers.
  • Support job-book and turnover reviews so material certificates, shipping/receiving records, preservation history, damage disposition, warranties, spare-parts records, and vendor documentation are complete before closeout.
  • Review near-term delivery schedules, purchase-order/vendor commitments, major OFE dates, transport constraints, route/access, crane/forklift/offload needs, laydown capacity, weather limitations, receiving coverage, security, and downstream installation sequence.
  • Participate in delivery-readiness planning for major or high-value equipment.
  • Observe delivery condition before unloading and preserve evidence of transit damage, shifted loads, broken packaging/seals, shock/tilt indicator status, leakage, or other shipping exceptions.
  • Coordinate receipt timing and field coverage without directing carrier or contractor means, methods, rigging, unloading, or equipment operation.
  • Inspect delivered items for compliance with purchase/order information, packing lists, approved submittals, BOMs, drawings, vendor data, and project requirements.
  • Record shortages, overages, wrong material, mixed bundles, missing labels/tags, missing certificates, expired shelf-life items, and unauthorized substitutions.
  • Establish or verify clear hold/quarantine identification and physical segregation for material with unresolved condition, identity, documentation, or technical acceptability.
  • Coordinate damage/shortage notices, carrier records, vendor/OEM notification, photographs, evidence preservation, repair/replacement requests, and claims support through authorized parties.
  • Maintain reliable visibility of material location, status, quantity, custody, and release condition from receipt through installation or final disposition.
  • Reconcile physical counts to shipping/receiving records and investigate material discrepancies, duplicate counts, missing components, unrecorded transfers, or unidentified material.
  • Ensure high-value, small, critical, warranty-sensitive, serialized, or easily diverted items receive appropriate inventory and security controls.
  • Support controlled material transfers between laydowns, warehouses, work fronts, temporary storage, and installation areas using traceable records.
  • Track spare parts, special tools, commissioning spares, consumables, owner-retained components, and warranty replacements separately from normal production material when required.
  • Verify storage is consistent with approved manufacturer/vendor and project requirements for dunnage, stacking, orientation, covers, ventilation, temperature/humidity, heaters, desiccants, end seals, corrosion protection, rotation, lubrication, battery charging, fluid/gas condition, and periodic inspection as applicable.
  • Segregate incompatible materials and protect sensitive items using appropriate environmental and shelf-life controls.
  • Track preservation intervals, inspections, re-preservation dates, vendor actions, environmental excursions, and condition changes throughout storage.
  • Before release to installation, verify the material/equipment is the correct item, traceability is intact, receiving exceptions are resolved, required certificates/documents are available, preservation remains acceptable, and no open hold/quarantine condition exists.
  • Coordinate delivery sequence and material availability with project stakeholders.
  • Observe handling for apparent damage risk and verify field-issued materials remain traceable and are not mixed, substituted, cannibalized, or removed from controlled inventory without appropriate records.
  • Support kitting or work-front release controls where useful so crews receive correct quantities/components without undermining contractor material-management responsibility.
  • Track major material/OFE status through all project phases and support installed-quantity and payment/progress reviews by providing factual delivery and inventory evidence.
  • Maintain a dedicated OFE plan/tracker and support delivery-readiness reviews for major OFE deliveries.
  • Maintain awareness of environmental conditions affecting material storage and coordinate storage layout to avoid risks.
  • Support housekeeping and laydown organization for safe inspection, inventory, lifting/handling, fire/emergency access, and preservation.
  • Support owner evaluation of material-related change, damage, claim, delay, shortage, freight, storage, and vendor issues through objective contemporaneous records.
  • Participate in assigned meetings and maintain current awareness of major deliveries, storage capacity, shortages, vendor responses, replacement dates, material holds, preservation actions, and work-front demand.
  • Reconcile outstanding material at project completion and support transfer of spare parts, special tools, consumables, manuals, certificates, warranties, preservation records, serialized inventories, and vendor documents to operations or designated custodian.

Requirements

  • Experience in utility-scale construction materials management, preferably in solar, wind, BESS, thermal, or transmission/substation projects.
  • Strong understanding of material receiving, inventory, storage, preservation, custody, traceability, logistics, and turnover processes.
  • Ability to verify deliveries, document exceptions, and maintain traceability and segregation of materials.
  • Knowledge of quality oversight, nonconformance reporting, and punch list processes.
  • Familiarity with environmental, health, and safety requirements related to material handling and storage.
  • Excellent organizational, documentation, and communication skills.
  • Ability to use project management and documentation systems for tracking and reporting.
  • Strong attention to detail and ability to escalate issues promptly when safety, quality, warranty, custody, installation, or schedule are at risk.
  • Ability to maintain professional working relationships and preserve responsibility boundaries between owner, contractor, and vendors.

Deliverables

  • Daily receiving/material field reports and photographic documentation.
  • Delivery/OFE schedule and 30/60/90-day visibility inputs as assigned.
  • Receiving log with shipment, package, quantity, condition, inspection participants, storage location, and exception status.
  • Inventory, location, custody, traceability, and material-status tracking.
  • Damage/shortage, quarantine/hold, vendor action, repair/replacement, and disposition tracking.
  • Storage maps and preservation inspection/action records.
  • Major OFE delivery-readiness and installation-relea
