Overview:
We are hiring a Senior HSE Engineer to lead the implementation of health, safety, and environmental (HSE) strategies across high-impact EPC oil and gas projects in Kazakhstan. This role plays a vital part in ensuring regulatory compliance, minimizing risk, and fostering a safety-first culture across construction and engineering sites.
Key Responsibilities:
- Develop and enforce HSE management systems, procedures, and protocols aligned with global standards and local legislation.
- Conduct thorough risk assessments, hazard identification, and safety impact evaluations across all project phases.
- Ensure compliance with Kazakhstan HSE regulations, international standards (e.g., ISO 14001, ISO 45001), and client-specific safety requirements.
- Oversee on-site safety inspections and implement proactive measures to eliminate hazards and prevent incidents.
- Lead investigations into accidents and near-misses, documenting findings and driving corrective/preventive actions.
- Deliver training programs and toolbox talks to promote workforce awareness and embed a strong safety culture.
- Coordinate with contractors, subcontractors, and site teams to uphold strict HSE adherence and accountability.
- Perform internal audits and prepare detailed reports on safety performance and regulatory compliance.
- Advise project leadership on continuous HSE improvements, innovation, and environmental stewardship initiatives.
Qualifications:
- Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
- 5+ years of professional experience in HSE roles, including at least 3 years in an EPC or oil & gas environment.
- Experience in the GCC is an advantage.
- In-depth understanding of HSE regulations, risk management processes, and audit methodologies.
- Skilled in HSE management systems, regulatory reporting, and incident investigation.
- Strong communication, leadership, and problem-solving skills.
- Familiarity with ERP systems, preferably SAP, is essential.
