Workshop Supervisor

JOB PURPOSE / OBJECTIVE:
Execute workshop-related maintenance activities, coordinate resources, and supervise multi-disciplinary teams of welders, fabricators, machinists, and valve technicians in order to support maintenance activities within the assigned area.

KEY ACCOUNTABILITIES:

People Management
- Supervise the activities and work performed by direct reports to ensure that it is carried out in a safe and efficient manner, in line with the business plans, and company policies and procedures.
- Recommend training and development as required for team members. Contribute to the development of Qatari employees.
- Train and coach direct reports, ensure technicians are trained and certified as required.
- Conduct employee performance reviews, monitor people's behaviour, and take disciplinary actions as required in order to ensure adherence to policies and procedures. Provide feedback in regard to baseload contractor performance.
- Ensure employees / contractors comply with all company policies and procedures.
- Ensure that all of the team members are completing their compliance trainings and ensures up to date on their training certifications.
- Coordinate manpower to ensure adequate manpower allocation in the shift in order to ensure required tasks are safely completed. This includes technicians work area assignments, vacation approvals, overtime assignments, training coverage etc.

Routine Duties
- Lead multi-disciplinary teams of welders, fabricators, machinists and valve technicians safely and provide work direction and supervision to the technicians.
- Take technical decisions for maintenance on equipment and assets within the area that require a high level of knowledge, experience, coordination, and analysis, technical background along with good leadership and management skills.
- Conduct toolbox meetings and address recent incidents, near misses and concerns. Audit all activities and ensure SMPs and checklists are prepared and reviewed.
- Keep abreast of technological developments and implement improvements in the workshop-related maintenance support and shop equipment maintenance processes to enhance equipment reliability and availability.
- Coordinate and provide support on maintenance of equipment in a cost-effective manner to help meet production targets.
- Participate in budget preparation and reforecast meetings to provide accurate information on equipment history and training needs in order to make sure that the budgets and forecasts are realistic and cover all aspects of operations.
- Provide inputs for procurement of spare parts, materials and tools and manage the tool crib.
- Prepare and review technical scope of work, perform bid analysis, review contracts, conduct technical analyses with vendors for emergency work or significant events, coordinate with vendors in major repairs of shop equipment, and take technical decisions in order to provide support on maintenance of equipment within the assigned area in a cost-effective manner, and thereby help meet production targets.
- Participate in hiring of technicians and contractors including reviewing resumes, shortlisting, and interviews.
- Use SAP functionality to acknowledge and execute scheduled jobs.
- Provide professional leadership and direction to technicians to complete the tasks with safety and quality.
- Manage regular inspections of tools in the tool crib and maintain calibration certification requirements as required by following company procedures.
- Manage certification process of workers assigned through the training department.
- Coordinate with respective Field Supervisors in completing pressure relief valve preventive maintenance and testing, and act as subject matter expert for pressure relief valves troubleshooting and repairs.
- Coordinate with respective Field Supervisors for mechanical valves repairs, inspection and testing, and act as subject matter expert for valves repair, troubleshooting and repairs.
- Support emergency planned shutdowns and turnaround activities related to workshop activities.
- Lead daily toolbox meetings and other operational meetings as required.
- Assess jobs and develop scope of work for workshop activities and service contracts.
- Carry out full assessment of job plans including job safety analysis, review and acknowledge drawings, understand recommendations to repair parts that arrive in the workshop, manage resources internal or external, special services, etc.
- Coordinate with production, safety, technical, and other supporting departments from a reliability and QA/QC point of view and follow up on completion of active and assigned action item recommendations related to the workshop.
- Manage and maintain the workshop equipment and tool crib, and coordinate with others to maintain the shop building.
- Coordinate with Planners in providing specifications for purchase requisitions, and perform technical evaluations for offers related to workshop activities.
- Use SAP functionality to acknowledge and execute scheduled jobs.
- Understand the safety process and actively participate in accordance with expectations.
- Support in achieving the department metrics.
- Manage workload efficiently and support the department in completing assigned targets.

Quality, Health, Security, Safety and Environment
- Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the section to guarantee employee safety and delivery of high-quality products and services.
- Conduct toolbox meetings and address recent incidents, near misses, and concerns to ensure that all people involved in performing the task are aware of safety guidelines.
- Audit all activities to ensure SMPs and checklists are prepared and reviewed periodically.
- Be the designated site representative for workshop contractors to coordinate and ensure contractors' safety.
- Understand the concept of proactive safety and take personal responsibility to eliminate at-risk behaviours and conditions in order to positively contribute to the overall goal of zero incidents.

Policies, Systems, Processes and Procedures
- Contribute to the identification of opportunities for the continuous improvement of departmental systems, policies, processes, and practices taking into account international leading practices in order to improve productivity and operational efficiency.
- Provide critical input to support the development of section's systems, policies, processes, and procedures in order to meet business requirements.
- Implement all relevant section's policies, processes, procedures, and instructions so that work is carried out in a controlled and consistent manner.

Reporting
- Prepare and submit daily shift reports in a timely and accurate manner in order to meet the departmental requirements, policies, and standards.
- Attend and participate in the logistics daily morning staff meeting and provide the operational update.
- Communicate with unit leadership and shift coordinators to inform on issues that require additional follow up.
- Report incidents and near misses. Perform investigations, determine root cause, and assign necessary action items.

Qatarization
- Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.

QUALIFICATIONS & EXPERIENCE

Education
- Required: Bachelor's Degree in Mechanical Engineering.

Experience
- Required: 5-7 years of experience in the petrochemicals industry, out of which 2-3 years at a specialist or professional level.
- Preferred: Experience in the oil and gas industry.

Other Job Specific Requirements and/or Vocational Accreditations
- Expertise in pressure relief valves, rupture discs, welding and fabrication, and piping maintenance.
- Basic experience in maintenance of static mechanical equipment and machining activities.
- Basic proficiency in Microsoft Office and SAP.
- Basic knowledge of P&ID, good knowledge of isometric drawing interpretation, pneumatic tools, hand tools, maintenance codes and standards.
- Basic knowledge of management of change processes, technical work requests, capital spares requirement, requisition and purchase orders, work order creation, pneumatic testing, hydro testing, hose testing and inspection, rotor balancing, welding electrode identification, baking and storage, precision measurement tools, lifting tools and tackles, maintenance procedure preparation and review, and pre-startup safety reviews.
