Role Overview:
The WMO Representative is the senior consultant responsible for leading, coordinating, and supervising the entire Water Management Office (WMO) team within the Green Riyadh Program. This pivotal leadership role oversees TSE-related planning, operations, engineering oversight, asset management, governance, and compliance activities, ensuring full alignment with program governance frameworks, PMO processes, and strategic objectives.
The WMO Representative is the primary interface between the consultancy, PMO Water Management Director, program departments, external authorities, contractors, and service providers. The role guarantees effective management of the Riyadh TSE system, strategic decision-making, coordinated long-term planning, daily operations oversight, governance and compliance, and ongoing performance monitoring in accordance with international and national standards.
Key Responsibilities:
Leadership, Governance & Strategic Oversight:
- Provide overall leadership to the WMO team, ensuring alignment with program strategic objectives.
- Oversee execution of long-term planning, daily O&M oversight, and governance & compliance processes.
- Establish communication and coordination with the PMO Water Management Director, stakeholders, contractors, and consultants.
- Ensure adherence to established policies, workflows, controls, and reporting protocols.
- Supervise team performance, productivity, and resource allocation across all domains.
- Advise on asset lifecycle strategy, system expansion, TSE optimization, and sustainability.
Technical & Operational Oversight:
- Lead and validate long-term TSE demand planning, hydraulic modelling, and engineering analyses.
- Supervise TSE O&M contractors' compliance with SLAs, KPIs, safety standards, and technical procedures.
- Resolve engineering challenges affecting assets, pumping stations, pipelines, reservoirs, and control systems.
- Oversee SCADA integration, digital systems, cybersecurity, and operational readiness.
- Ensure engineering and operational recommendations maintain reliability, safety, and performance.
Compliance, Reporting & Documentation:
- Ensure all activities comply with governance requirements and PMO processes.
- Approve and submit weekly, monthly, and quarterly progress reports.
- Oversee preparation of annual work plans, budgets, variance reports, and forecasts.
- Ensure documentation control, QA/QC reviews, and technical contract traceability.
Stakeholder Coordination & External Interface:
- Lead regular meetings with contractors, consultants, and technical partners.
- Interface with external authorities and end users.
- Guide discussions on system constraints, incidents, shutdowns, and interagency dependencies.
- Resolve conflicts, facilitate approvals, and escalate decisions as necessary.
Contractual & Administrative Leadership:
- Issue site instructions, certifications, and non-binding technical directives.
- Support procurement and evaluation of TSE-related contractors and service providers.
- Monitor compliance, variations, payment certificates, and performance claims.
- Maintain accurate registers for legal compliance, procurement, and authority interactions.
Risk, Safety & Quality Oversight:
- Ensure all activities comply with QHSE guidelines and relevant regulatory requirements.
- Oversee risk assessments, emergency response, and mitigation strategies.
- Approve corrective actions following safety incidents, asset failures, or system disruptions.
Qualifications & Experience:
- Master's degree in Engineering, Water Management, Asset Management, or related discipline.
- 15+ years in water infrastructure planning, TSE/wastewater systems, asset management, or utility operations.
- Proven leadership experience managing multidisciplinary teams.
- Strong background in asset lifecycle planning, hydraulic systems, SCADA governance.
- Preferred certification: IAM or equivalent.
- Excellent communication, leadership, and stakeholder management skills.
- Full professional proficiency in English; Arabic is advantageous.
