Position Title: TSE System Expert
Location: Riyadh - Green Riyadh Program
Industry: Water Infrastructure - TSE Networks, Pumping Stations, Storage Facilities, Asset Management & Governance
Role Overview
The TSE System Expert provides senior-level technical leadership across the Treated Sewage Effluent (TSE) network, including transmission mains, pumping stations, storage facilities, and associated instrumentation and control systems. The role ensures technical integrity, engineering excellence, operational optimisation, and long-term system reliability by leading multidisciplinary engineering reviews, resolving complex system-level challenges, validating design and technical submittals, and supporting hydraulic, mechanical, electrical, and instrumentation assessments. The expert also provides critical input into long-term planning, operational strategies, and the continuous improvement of system performance in line with Green Riyadh and related objectives.
Key Responsibilities:
Technical Leadership:
- Provide engineering leadership across hydraulics, mechanical, electrical, and instrumentation disciplines.
- Lead troubleshooting and resolution of complex system failures, operational anomalies, and performance issues.
- Review and validate engineering change proposals, tie-ins, modifications, and technical submissions.
- Ensure engineering actions align with system design intent and long-term operational requirements.
Hydraulic Modelling & System:
- Collaborate with hydraulic modelling experts to evaluate pressure zones, surge risks, and system performance.
- Support calibration of hydraulic models using field-validated operational data.
- Analyse system scenarios including peak/low demand operations and pump head envelopes.
Asset Integrity & Reliability Engineering:
- Conduct root-cause analysis for recurrent system issues and propose engineering interventions.
- Support lifecycle assessments, refurbishment prioritisation, and long-term asset strategy.
- Contribute to updates of engineering standards, SOPs, and maintenance technical requirements.
Technical Assurance & Compliance:
- Ensure compliance with international standards (AWWA, ISO, IEC, NEMA) and local regulatory requirements.
- Validate commissioning, testing, field diagnostics, vibration analyses, and control loop verifications.
- Review contractor QA/QC documentation for technical robustness.
Cross-Functional Coordination:
- Work closely with SCADA, cybersecurity, GIS, demand planning, and O&M teams.
- Provide engineering support during shutdown planning, emergency response, and incident investigations.
- Prepare high-level engineering reports and recommendations for PMO and leadership.
Qualifications & Experience:
- Bachelor's degree in Mechanical, Electrical, Civil, or related Engineering discipline.
- Minimum 10 years of experience in engineering, construction, operation, or maintenance of major water infrastructure systems.
- Strong expertise in hydraulic behaviour, surge protection, pumping systems, electrical/control systems, and SCADA integration.
- Preferred certifications: PE, PMP, or equivalent international accreditation.
- Demonstrated ability to lead complex engineering assessments and resolve multi-disciplinary issues.
- English language: Full Professional Proficiency; Arabic is advantageous.
