Job Title: TSE Supply & Demand System Expert

Role Overview:
The TSE Supply & Demand Expert is responsible for long-term forecasting, planning, and analysis of Treated Sewage Effluent (TSE) supply and demand across Riyadh City. This role ensures optimal allocation of TSE resources by developing demand models, evaluating consumption trends, forecasting peak and seasonal requirements, and analyzing financial sustainability through OPEX/CAPEX modelling and tariff development. The expert supports strategic planning, enhances forecasting accuracy, and contributes to long-term investment and tariff policy alignment for the Green Riyadh Program.
Key Responsibilities:
Demand Forecasting & Modelling:
- Develop long-term TSE demand models for all service zones based on urban planning data and irrigation requirements.
- Integrate seasonality factors, land-use typologies, and neighbourhood-level consumption trends into demand models.
- Validate demand profiles using historical consumption, climate patterns, and hydrological assumptions.
Supply-Demand Balancing:
- Analyze current and projected TSE supply capacity from treatment plants and evaluate system surplus/deficit scenarios.
- Identify bottlenecks and opportunities for system balancing, redistribution, and prioritization.
- Support the design of prioritized consumption categories for scarcity scenarios.
Tariff & Revenue Analysis:
- Support the development of tariff structures aligned with regulatory frameworks, financial feasibility, and system sustainability.
- Analyze revenue-generation scenarios including volumetric tariffs, take-or-pay models, or mixed tariff structures.
- Provide financial modelling inputs for long-term investment planning.
Reporting & Coordination:
- Prepare technical reports summarizing demand forecasts, OPEX projections, and supply-demand scenarios.
- Coordinate with PMO departments, hydraulic modelling specialists, asset planners, and external stakeholders.
Qualifications & Experience:
- Bachelor's degree in Economics, Mathematics, Environmental Economics, Engineering, or a related discipline.
- Minimum 10 years' experience in demand modelling, forecasting, financial analysis, or water utility planning.
- Strong understanding of tariff modelling, cost-benefit analysis, and water economics.
- Experience with GIS, demand modelling tools, and statistical analysis platforms.
- Preferred certifications: econometrics, data analytics, or financial modelling.
- English language: Full Professional Proficiency; Arabic is advantageous.
