Senior Planning and Cost Engineer

Job Purpose
The Senior Planning and Cost Engineer will oversee all planning and scheduling activities for large-scale engineering and construction projects. Acting as the client representative, you will ensure that contractors adhere to agreed project timelines, schedules, and quality standards.
Key Responsibilities
- Develop, maintain, and monitor comprehensive project master schedules using Primavera P6 or MS Project.
- Track project progress against the baseline, identify deviations or delays, and prepare detailed weekly and monthly reports for stakeholders.
- Review and analyze contractor-submitted schedules, progress reports, and proposed recovery plans, providing comments and recommendations.
- Analyze project data to identify reasons for delays, develop mitigation plans, and review and evaluate contractor claims for Extension of Time (EOT).
- Collaborate with project managers, engineers, procurement, and construction teams to ensure alignment across all project phases.
- Proactively identify potential risks and bottlenecks in the schedule and recommend corrective actions.
- Review and monitor the work of EPC contractors, ensuring compliance with scope of work and quality standards.
- Act as the main interface between the Owner/Client, EPC contractor, vendors, and third parties.
- Identify commissioning risks and implement mitigation plans.
- Enforce safe work practices during energization, first oil/gas, or equipment start-up.
- Coordinate vendor site support, start-up specialists, and OEM representatives.
- Negotiate contracts and claims, and resolve conflicts between various parties in a professional manner.
Requirements
- Bachelor's degree in engineering.
- Minimum 12 years' experience with EPC phases: FEED, detailed engineering, procurement, construction, commissioning, and start-up.
- At least 8 years' experience in the oil and gas industry.
- Minimum 5 years' experience in a related designation or specialty.
- Experience working on EPC and PMC phases of major capital projects.
- Expertise in project management software such as Primavera P6 and Microsoft Project.
- Strong analytical, problem-solving, and communication skills.
- Analytical skills for critical path method (CPM) and resource leveling.
- Ability to manage multiple changing priorities, work under pressure, and meet tight deadlines.
- Prior experience working within a PMC, PMT, Owner's team or Client-side organization is preferred.
- Familiarity with Saudi Aramco standards is an advantage.
- Prior Middle East project experience (Saudi Arabia, Kuwait, UAE, Qatar, Oman) is desirable.
- Experience in major Oil & Gas projects, particularly upstream developments, and in gas production/gas processing facilities is beneficial.
