Job Title: Senior O&M Manager

Role Overview:
The Senior O&M Manager is responsible for the day-to-day oversight of Treated Sewage Effluent (TSE) operations within pumping stations, reservoirs, transmission pipelines, and associated assets as part of an irrigation water network program. This pivotal role ensures operational readiness, system reliability, and continuous performance improvement through supervision of the O&M contractor's activities, validating operational procedures, ensuring compliance with KPIs and SLAs, and close coordination with project stakeholders and field teams to maintain safe, efficient, and seamless TSE service delivery.
Key Responsibilities:
Operational Leadership:
- Oversee daily operations of all TSE facilities including pumping stations, storage tanks, valve chambers, and network segments.
- Ensure O&M contractor compliance with all Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and safety requirements.
- Monitor system performance through SCADA dashboards, site inspections, and contractor reporting.
Maintenance Oversight:
- Supervise preventive, corrective, and predictive maintenance activities for mechanical, electrical, and instrumentation systems.
- Review and approve maintenance plans, shutdown proposals, method statements, and testing procedures.
- Validate spare parts management, critical equipment readiness, and inventory controls.
Compliance, Safety & Quality:
- Ensure adherence to QHSE requirements including confined space protocols, LOTO procedures, PPE compliance, and incident reporting.
- Conduct or oversee safety audits, operational risk assessments, and emergency response drills.
Contractor Performance Management:
- Verify accuracy of O&M contractor reports, inspection findings, maintenance records, and KPI submissions.
- Issue performance notices, NCRs, and corrective action requests as needed.
- Support evaluation of variation orders, claims, and justifications.
Coordination & Reporting:
- Coordinate with PMO, asset management, hydraulic modeling, and SCADA teams to resolve operational constraints.
- Lead weekly O&M coordination meetings and prepare operational summaries for stakeholders.
Qualifications & Experience:
- Bachelor's degree in Mechanical, Electrical, Civil, or related Engineering discipline.
- Minimum 15 years of experience in operation and maintenance of large water/wastewater infrastructure systems.
- Strong understanding of pumping systems, energy optimization, electrical systems, and instrumentation.
- Experience managing O&M contractors and performance-based contracts.
- Preferred certification: CMMS/CAFM or equivalent professional accreditation.
- English language: Full Professional Proficiency; Arabic is advantageous.
