Senior Engineer I&C

Job Purpose

The Senior Engineer I&C is responsible for managing and overseeing all aspects of instrumentation, control, and telecommunication systems within large industrial projects, particularly in the offshore oil and gas sector. This role includes design review, technical guidance, and coordination with multidisciplinary teams to ensure project success and compliance with industry standards. Ensuring the integrity of instrumentation and telecom systems is vital for safety, production efficiency, and emergency response.

Key Responsibilities

  • Manage and oversee instrumentation, control, and telecommunication systems in large industrial projects.
  • Review and develop detailed designs for piping systems, ensuring compliance with project specifications and industry standards (e.g., ASME, ASTM, API).
  • Ensure designs and installations meet project requirements and applicable codes and standards.
  • Review and approve engineering deliverables such as P&IDs, data sheets, hook-up drawings, loop diagrams, and instrument indexes.
  • Manage project timelines, budgets, and resources, and prepare detailed engineering reports and documentation.
  • Monitor and review the work of EPC contractors, ensuring compliance with scope and quality standards.
  • Lead and facilitate hazard and risk assessments, including HAZID, HAZOP, LOPA, QRA, FMEA, and Bow-tie analyses.
  • Develop, implement, and maintain Process Safety Management (PSM) programs, policies, and procedures in compliance with relevant standards and regulations.
  • Provide technical expertise and guidance during FEED and detailed design, ensuring safety systems and inherently safer design principles are integrated.
  • Conduct regular site inspections and audits to monitor compliance with quality standards and ensure corrective actions are implemented.
  • Monitor and manage environmental aspects of the project, ensuring compliance with environmental legislation and permits.
  • Act as the main interface between the Owner/Client, EPC contractor, vendors, and third parties.
  • Review and approve EPC contractor safety procedures, method statements, and testing protocols.
  • Identify commissioning risks and implement mitigation plans.
  • Enforce safe work practices during energization, first oil/gas, or equipment start-up.
  • Coordinate vendor site support, start-up specialists, and OEM representatives.

Requirements

  • Bachelor's degree in Instrumentation and Control Engineering.
  • Minimum 12 years' experience with EPC phases: FEED, detailed engineering, procurement, construction, commissioning, and start-up.
  • At least 8 years' experience in the oil and gas industry.
  • Minimum 5 years' experience in a related designation or specialty.
  • Experience working on EPC and PMC phases of major capital projects.

Skills and Abilities

  • Proficiency in designing and developing detailed piping system layouts, including plot plans, equipment arrangements, and isometrics.
  • Expertise in industry-standard Computer-Aided Design (CAD) and 3D modeling software.
  • Experience with 3D Modeling tools such as AutoCAD Plant 3D, AVEVA PDMS/E3D, or Intergraph Smart Plant (SP3D).
  • Knowledge of API standards for the oil and gas industry.
  • Familiarity with IEC61511, ASTM, ANSI, and ISO standards for material specifications.
