Role Overview
The QA/QC Engineer - Civil is responsible for implementing and managing the civil and structural quality assurance and control functions across projects. The role involves oversight of QA/QC teams, site inspections, testing, audits, and ensuring compliance with international standards and project specifications.
Key Responsibilities
- Support contractors in preparing and submitting QA/QC documentation (ITPs, QCPs, MARs, etc.) in line with the construction programme
- Review and approve relevant QMS, engineering, and procurement documents and ensure implementation of quality programs
- Ensure compliance of project site works and supplier/subcontractor activities with project specifications and technical requirements
- Organize pre-activity review meetings, quality walk-throughs, and weekly QA/QC meetings
- Conduct surveillance and inspection of on-site and off-site civil and structural works
- Identify potential or actual non-conformances and direct contractors to implement corrective and preventive actions
- Initiate and monitor NCRs and ensure timely closure, including root cause analysis and corrective action tracking
- Monitor compilation of Material Test Certificates, construction records, and traceability of documentation
- Verify implementation of preservation management systems
- Ensure contractors maintain inspection and test status registers and calibration records
- Ensure appropriate systems, processes, and procedures are in place to maintain inspection and test status for civil works, including statistical analysis of results (earthworks, concrete, grouts, fill materials, etc.)
- Monitor KPIs and performance of civil discipline and special processes
- Participate in project QHSE audits, pre-qualification audits, and process/compliance checks of vendors, suppliers, and subcontractors
- Monitor and support the performance of contractors, subcontractors, third-party inspectors, and subordinate staff
- Ensure exposure to construction site conditions and adherence to safety practices
Candidate Requirements
- Bachelor's degree in Civil Engineering or equivalent
- IRCA Certified QMS Lead Auditor
- Membership or certification from internationally recognised institutions (ASQ-CMQ&OE, MCQI-CQP, ICE, ASCE, or similar) is desirable
- Minimum 15 years' experience in construction of major greenfield or brownfield process plants in oil, gas, or industrial projects, including large-scale solar projects
- Hands-on experience with QA/QC for civil and structural works, testing requirements, and acceptance criteria
- Strong knowledge of international codes, standards, and regulations (QCS, ACI, AISC, BS/EN/ISO/ASTM standards, etc.)
- Ability to communicate and work effectively with contractors, third-party inspectors, end-users, and multidisciplinary teams
- Experience managing discipline inspectors, coordinating inspection and testing activities, and monitoring KPIs
- Experience implementing quality surveillance programs, completion management systems, and inspection/test records
- Ability to resolve complex QA/QC issues and disputes arising from interpretations of project requirements
