Overview
We are seeking an experienced QA/QC Engineer (Civil) to lead and manage quality assurance and quality control activities for major construction projects in the oil, gas, and renewable energy sectors. This role includes oversight of civil and structural construction activities, inspections, testing, audits, and implementation of quality programs to ensure compliance with project specifications, international codes, and industry standards.

The successful candidate will work closely with contractors, third-party inspectors, and multidisciplinary teams, providing leadership, technical guidance, and continuous improvement in quality management processes.

Key Responsibilities

  • Support contractors in identifying, preparing, and submitting QA/QC documentation, including ITPs, QCPs, MARs, in line with the construction programme

  • Review and approve quality, engineering, and procurement documents and ensure implementation of quality programmes

  • Conduct surveillance and inspection of on-site and off-site civil and structural works, including foundations, concrete, grouting, structural pipe racks, buildings, pavements, road works, and other civil works

  • Identify potential or actual non-conformances and ensure timely correction, corrective, and preventive actions

  • Initiate, review, and follow up on NCRs, root cause analysis (RCA), and preventive action plans

  • Monitor the compilation of material test certificates, construction dossiers, inspection & test records, and ensure traceability

  • Verify implementation of preservation management systems and calibration records

  • Ensure contractors maintain appropriate systems and processes to track inspection and test statuses, and perform statistical analysis on results (earthworks, concrete, grouts, etc.)

  • Monitor KPIs and performance of civil discipline and QA/QC processes

  • Participate in project QHSE audits, pre-qualification audits, and compliance checks of vendors, suppliers, and subcontractors

  • Monitor and guide performance of contractors, third-party inspectors, and subordinate QA/QC staff

  • Implement and enforce quality management system requirements applicable to the function

  • Conduct quality walk-throughs, pre-activity review meetings, and weekly QA/QC meetings

  • Ensure own safety and the safety of others, including adherence to site-specific safety requirements

Required Qualifications

  • Bachelor’s degree in Civil Engineering (or equivalent) from a recognised university

  • IRCA Certified QMS Lead Auditor

  • Membership or certification from internationally recognised institutions (e.g., ASQ-CMQ&OE, MCQI-CQP, ICE, ASCE) is desirable

Experience and Skills

  • Minimum 15 years’ experience in construction of greenfield or brownfield process plants in oil and gas, including large-scale solar (photovoltaic) projects

  • Extensive experience working with EPIC contractors or end users in QA/QC roles

  • Strong knowledge of QA/QC principles, testing requirements, acceptance criteria, and civil/structural quality management

  • Familiarity with international codes, standards, and regulations (e.g., QCS, ACI, AISC, BS/EN/ISO/ASTM)

  • Hands-on experience preparing, reviewing, and approving quality plans, ITPs, QCPs, MARs, and conducting inspections/testing

  • Experience managing QA/QC teams, coordinating inspections, and establishing KPIs

  • Knowledge of quality surveillance programs, completion management systems, technical integrity verification, flawless project delivery, and project quality health checks

  • Experience implementing pre-qualification audits, QMS compliance checks, and quality walkthroughs

  • Ability to resolve complex QA/QC issues and disputes arising from technical interpretations or scope disagreements

  • Strong communication skills, with ability to work effectively with contractors, third-party inspectors, end users, and multidisciplinary teams

Work Environment

  • On construction sites for at least 50% of working time

  • Exposure to prevailing climatic conditions

  • Hands-on, safety-critical role requiring strict adherence to quality and HSE standards
