Role Overview

The QA/QC Engineer (Civil & Structural) will manage and oversee quality assurance and quality control activities for civil and structural works on major process plant projects. The role includes supervision of inspection teams, implementation of QA/QC procedures, and support for construction, testing, and commissioning activities.

Key Responsibilities

  • Support contractors in preparing and submitting QA/QC documentation including ITPs, QCPs, MARs, and other records in line with the construction programme
  • Assist in review and approval of quality management, engineering, and procurement documents
  • Ensure implementation of project QA/QC requirements at site and supplier/subcontractor locations in compliance with project specifications
  • Organise and participate in pre-activity review meetings, quality walkthroughs, and weekly QA/QC meetings
  • Conduct on-site and off-site surveillance and inspections of civil and structural works
  • Identify non-conformances and direct contractors on corrective and preventive actions
  • Initiate and manage NCRs, including follow-up on root cause analysis and timely close-out
  • Monitor material test certificates, construction records, and traceability documentation
  • Verify implementation of preservation management systems
  • Maintain inspection and test equipment registers and calibration records
  • Ensure systems and processes are in place to track inspection and test status and perform statistical analysis of civil works such as fill material, earthworks, concrete, and grouts
  • Monitor KPIs and performance of personnel and special processes related to the discipline
  • Participate in internal and external audits, including vendor, supplier, and subcontractor audits
  • Supervise and coordinate civil and structural discipline inspectors
  • Provide technical guidance and report quality issues to functional supervision
  • Work on construction sites under varying climatic conditions
  • Comply with project safety requirements and promote a strong safety culture

Candidate Requirements

  • Bachelor degree in Civil Engineering or equivalent from a recognised institution
  • Certified QMS Lead Auditor (IRCA or equivalent)
  • Professional memberships or certifications with recognised international institutions (ASQ-CMQ&OE, MCQI-CQP, ICE, ASCE, or similar) are desirable
  • Extensive experience in QA/QC civil and structural works on major oil and gas, petrochemical, or process plant projects
  • Proven experience on large greenfield or brownfield projects with responsibility for civil and structural QA/QC
  • Strong knowledge of QA/QC processes, testing requirements, and acceptance criteria
  • Familiarity with international standards and codes including QCS, ACI, AISC, BS, EN, ISO, ASTM, or equivalent
  • Hands-on experience with civil works including survey, earthworks, concrete, grouting, foundations, pipe racks, buildings, architectural works, pavements, and roadworks
  • Experience managing QA/QC teams and coordinating inspection and testing activities
  • Ability to resolve complex QA/QC issues and disputes arising from technical interpretations
  • Strong communication skills and ability to work effectively in multidisciplinary and multicultural environments
