Job Objective - Project Engineer - Capital Projects

Job Summary:
Assist in the project management of new and improvement of existing projects (ETS's, Plants and PDN's) through preparation and design/drawings, site and contractor supervision up to completed and constructed site. May manage smaller projects independently.
Key Responsibilities and Accountabilities
Budget Planning
- Provide input into the preparation and consolidation of the budget for the assigned project and advise line management on risks and opportunities.
Business Development
- Participate in the evaluation of market studies (new project feasibility study) proposed by management and provide necessary knowledge, inputs and recommendations for new projects, including cost related issues, feasibility, evaluation, recommendation, with alternative solutions where needed.
- Assist in the development and review of tenders for new projects and gather all tender related information from the different departments.
Project Planning and Execution
- Check and evaluate designs/drawings as drafted by consultants and contractors in coordination with concerned teams to ensure feasibility and compatibility to requirements.
- Coordinate and participate in discussions with contractors, consultants and authorities during different stages of project on related matters (engineering, construction, etc.) and participate in overseeing the work as per the directions of the project manager.
- Participate in the inspection of the work done by contractors and consultants, assist in overseeing the work done, manuals drafted, and materials used and constructed plant.
- Perform site inspections and validate contractor's invoice based on work progress as per project plan, schedule and KPIs and gather all information needed from contractors regarding project progress.
- Resolve conflicts/problems that may arise on site by coordinating with the project manager and contractors as needed to avoid unnecessary challenges or risks to project progress.
- Apply all safety rules and regulations as required and ensure adherence on construction sites.
- Support in the handover process to the Operations and Services department and prepare necessary cost analysis and database.
- Provide administrative management to all construction contracts and related services including Contractor's Payments, Contractor's claim for Time Extension/Variation Order and Projects Closeout, coordinating with the Finance Department as necessary.

- Ensure compliance with all relevant safety, quality and environmental management procedures and controls to guarantee safety, legislative compliance, high quality service and a responsible environmental attitude.

- Contribute to identifying opportunities for continuous improvement of departmental systems, policies, processes and practices by considering international best practice, to improve business processes, productivity and operational efficiency.
- Provide critical input in the development of departmental systems, policies, processes, and procedures to meet business requirements.
- Ensure compliance with all departmental policies, processes, standard operating procedures and instructions for controlled and consistent work.
Reporting
- Prepare all relevant reports timely and accurately in line with department requirements, policies and standards.
- Develop and create various reports (progress, chronological, etc.) for stakeholders, providing analysis and input on project status and progress, indicating delays and constraints, to support corrective actions.
- Prepare necessary correspondence (letters, memos, etc.) related to assigned projects to ensure effective communications throughout the project life cycle.

Qualifications, Experience & Skills
Qualifications:
- Bachelor degree in Civil or Mechanical Engineering or equivalent
Experience:
- Minimum of 4 years of relevant construction engineering experience
Knowledge:
- Engineering/project development experience within district cooling or a related organization
- Technical design/development knowledge
- Good computer knowledge (MS Office, MS Project, ACAD, etc.)
- Familiarity with leading practices within the field
- Fluency in English (Arabic is an advantage)
