JOB PROFILE - PROCUREMENT & CONTRACT ENGINEER

Position Title: Procurement & Contract Engineer

Location: Riyadh - Major Urban Green Program

Industry: Water Infrastructure - TSE Networks, Pumping Stations, Storage Facilities, Asset Management & Governance

Role Overview:
The TSE Procurement & Contract Engineer manages the end-to-end procurement and contracting processes related to Treated Sewage Effluent (TSE) infrastructure, operations & maintenance services, and specialized consultancy packages within a large-scale green urban initiative. This role ensures transparent, compliant, and efficient tendering in line with program procurement workflows and Saudi Government Tender Law. The Engineer oversees bid preparation, technical evaluations, contract formation, performance monitoring, and payment certification to support the timely and cost-effective delivery of TSE-related works.

Key Responsibilities:

Procurement Planning & Coordination:
- Develop procurement strategies for TSE-related works including O&M services, consultancy packages, and supply contracts.
- Coordinate with the Program Management Office (PMO) Procurement Department to align with institutional procedures and annual procurement plans.
- Prepare solicitation documents, long-lists, and short-lists of qualified bidders.

Technical & Commercial Evaluation:
- Conduct bid assessments in accordance with PMO evaluation criteria and Saudi procurement regulations.
- Lead technical evaluation committees, consolidate scoring, and prepare comparison matrices.
- Facilitate commercial evaluations and ensure compliance with competition rules.

Contract Formation & Administration:
- Prepare award recommendations and contract formation packages, including submissions for official approval.
- Review variation orders, extension-of-time claims, contract amendments, and justifications.
- Maintain contract registers, correspondence logs, and compliance records.

Performance Monitoring & Payment Certification:
- Monitor contractor performance against SLAs, KPIs, and delivery milestones.
- Verify payment certificates, quantities, and deliverables submitted by contractors.
- Ensure adherence to PMO workflows for approvals, documentation, and reporting.

Qualifications & Experience:
- Bachelor's degree in Quantity Surveying, Contract Management, Engineering, Law, or related field.
- Minimum 10 years' experience in public procurement, contract administration, or vendor management.
- Strong knowledge of Saudi Government Tender Law and procurement regulations.
- Experience with performance-based contracts, SLAs, KPIs, and variation management.
- Preferred certifications: RICS, CIPS, or equivalent.
- English language: Full Professional Proficiency; Arabic is advantageous.
