3. JOB PURPOSE / OBJECTIVE
Provide expertise, support, and consultation on process safety, risk management planning, and regulatory interpretation assistance to the plant to achieve zero process safety incidents, incident-free performance, and full compliance with OSHA Process Safety Management requirements, Operational Excellence System, and Responsible Care standards.
4. KEY ACCOUNTABILITIES
Process Safety Management Execution
▪ Champion a Process Safety excellence culture at the facility in line with the Journey to Zero goal.
▪ Facilitate compliance with OSHA Process Safety Management requirements.
▪ Steward the Management of Change / Pre-Startup Safety Review (MOC/PSSR) process to ensure changes are effectively managed and documented.
▪ Facilitate PHAs, LOPAs, QRAs, Facility Siting and similar risk identification, evaluation, and mitigation processes using appropriate methodologies as per regulatory and applicable standards.
▪ Lead and/or participate in RCAs to ensure root causes are identified to avoid recurrence.
▪ Provide oversight to ensure Process Safety Information (PSI) documents are maintained up to date in coordination with concerned departments.
▪ Ensure all events are reviewed in terms of process safety impact to identify opportunities in line with continual improvement of the process safety program.
▪ Assist in developing action plans for process safety deficiencies and track action items until completion through PSM metrics and accurate reporting to management.
▪ Compile, analyze, and interpret process safety KPIs and support concerned departments in identifying improvement opportunities.
▪ Assist and support concerned departments to effectively implement equipment reliability programs.
▪ Liaise with parent companies to ensure implementation of new or revised Process Safety Standards at the facility.
▪ Lead the facility building siting process in line with standards and parent company requirements.
▪ Oversee compliance with process safety-based critical procedures.
▪ Identify and develop improvement opportunities to enhance PSM processes that incorporate Process Safety into routine practices.
▪ Coach departments on identification and resolution of process safety queries.
▪ Coordinate/lead required internal PSM audits and regulatory agency inspections and verify that all PSM work processes are working as desired.
OE and RC Compliance and Support
▪ Support the Head, Process Safety and HSE Superintendents in working with Operational Excellence leadership in implementation and deployment of the Operational Excellence (OE) System and Responsible Care RC-14001 Environmental Management System.
▪ Assist in identifying OE/RC gap-closure and continuous improvement opportunities.
▪ Develop work practices and systems that incorporate OE/RC requirements into routine workflows.
▪ Coordinate the Compliance Assurance process to conduct internal performance evaluations, audits, and self-assessments on OE processes plant-wide.
▪ Support facility personnel to use Action Tracker and Compliance Tracker applications to formally track action and compliance items to ensure timely completion of gap-closure and continuous improvement strategies.
Training and Awareness
▪ Develop and deliver training to personnel on the process safety program.
▪ Lead awareness initiatives to enhance PSM understanding among affected personnel through process safety beacons, lessons learned, safety alerts, training and other tools.
▪ Provide appropriate advice, guidance, and counsel to all levels of the facility regarding PSM compliance matters and risk-based decision making.
Policies, Systems, Processes and Procedures
▪ Lead and contribute to identifying opportunities for continuous improvement of departmental systems, policies, procedures, standards, processes, and practices, considering international leading practices to enhance process safety performance, productivity, and operational efficiency.
▪ Provide critical input to support the development of section systems, policies, processes, and procedures to meet business requirements.
▪ Administer the implementation of policies, processes, procedures, standards, and instructions so work is carried out in a consistent manner and company objectives are achieved.
Quality, Health, Security, Safety and Environment
▪ Ensure compliance with regulatory requirements and relevant quality, health, safety, security, and environmental procedures and controls across the section to guarantee employee safety and delivery of high-quality products and services.
Reporting
▪ Contribute to the preparation of timely and accurate reports to meet departmental requirements, policies, and standards.
Qatarization
▪ Contribute to the development of Qatari employees. This accountability is applicable to expatriate employees only.
5. QUALIFICATIONS AND EXPERIENCE
Education
Required: Bachelors degree in Chemical or Mechanical Engineering.
Preferred: Masters degree in Process Safety, Chemical or Mechanical Engineering.
Experience
Required: 5-7 years of relevant experience in the oil and gas industry.
Preferred: Experience in the petrochemicals industry.
