Job Purpose
The PMC Senior Instrument / Telecom Engineer is responsible for managing and overseeing all aspects of instrumentation, control, and telecommunication systems within large industrial projects, particularly in the oil and gas sector. This includes design review, technical guidance, and coordination with multidisciplinary teams to ensure project success and compliance with industry standards. The role is vital for maintaining safety, production efficiency, and effective emergency response in large-scale industrial projects.
Key Responsibilities
- Manage and oversee all aspects of instrumentation, control, and telecommunication systems within large industrial projects.
- Lead design and development of detailed piping systems, ensuring compliance with project specifications, industry standards (e.g., ASME, ASTM, API), and relevant regulations.
- Review and approve engineering deliverables such as P&IDs, data sheets, hook-up drawings, loop diagrams, and instrument indexes.
- Ensure designs and installations meet project requirements and applicable codes and standards.
- Manage project timelines, budgets, and resources, and prepare detailed engineering reports and documentation.
- Review and monitor the work of EPC contractors, ensuring compliance with scope of work and quality standards.
- Lead and facilitate comprehensive hazard and risk assessments, including HAZID, HAZOP, LOPA, QRA, FMEA, and Bow-tie analyses.
- Develop, implement, and maintain Process Safety Management (PSM) programs, policies, and procedures in compliance with internal and external standards and regulations.
- Provide technical expertise and guidance during the design (FEED and detailed design) and operation of facilities, ensuring safety considerations and inherently safer design principles are integrated.
- Conduct regular site inspections and audits to monitor compliance with quality standards and ensure corrective actions are implemented.
- Monitor and manage environmental aspects of the project, including waste management and pollution prevention, ensuring compliance with environmental legislation and permits.
- Act as the main PMC interface between the Owner/Client, EPC contractor, vendors, and third parties.
- Review and approve EPC contractor safety procedures, method statements, and testing protocols.
- Identify commissioning risks and implement mitigation plans.
- Enforce safe work practices during energization, first oil/gas, or equipment start-up.
- Coordinate vendor site support, start-up specialists, and OEM representatives.
Requirements
- Bachelor's degree in Instrumentation and Control Engineering.
- 20+ years' experience with EPC phases: FEED, detailed engineering, procurement, construction, commissioning, and start-up.
- Experience working on EPC and PMC phases of major capital projects.
- Proficiency in designing and developing detailed piping system layouts, including plot plans, equipment arrangements, and isometrics.
- Expertise in industry-standard Computer-Aided Design (CAD) and 3D modeling software (e.g., AutoCAD Plant 3D, AVEVA PDMS/E3D, Intergraph Smart Plant SP3D).
- Strong knowledge of API standards for the oil and gas industry.
- Familiarity with IEC61511, ASTM, ANSI, and ISO standards for material specifications.
