Role Overview:
As a Digital Systems & Cybersecurity Expert, you will ensure that all SCADA, OT, ICS, and networked digital systems across the TSE infrastructure are designed, implemented, and operated in compliance with long-term objectives, cybersecurity frameworks, and operational requirements. You will provide technical leadership in control system architecture, data integration, cybersecurity hardening, interface definition, automation logic, and system resilience, ensuring that digital platforms fully support the reliability, safety, and optimization of the TSE network.
Key Responsibilities:
SCADA & Automation Architecture:
- Lead the review and definition of SCADA system architecture, communication networks, and cybersecurity layers.
- Define and validate control system logic, setpoint management, alarm strategies, failover scenarios, and redundancy concepts.
- Oversee integration of pumping stations, reservoirs, RTUs, PLCs, and telemetry nodes into the central SCADA platform.
Cybersecurity Assurance:
- Ensure compliance with IEC 62443, ISO 27001, and national cybersecurity frameworks for all TSE digital systems.
- Define cybersecurity hardening requirements, access control models, network segmentation, authentication, and audit trails.
- Conduct vulnerability assessments, risk evaluations, and cyber-incident response planning.
Functional Integration & Data Management:
- Develop communication interface specifications for OT-IT integration, telemetry, and real-time data flows.
- Ensure SCADA data connects reliably to hydraulic modelling, asset management, and GIS systems.
- Validate data structures, tag naming conventions, and metadata consistency across platforms.
Operational Support:
- Support troubleshooting of SCADA, communication failures, instrumentation interface issues, and industrial network outages.
- Provide expert input for system commissioning, FAT/SAT, field validation tests, and control logic tuning.
Governance & Documentation:
- Develop technical standards, cybersecurity procedures, automation guidelines, and documentation requirements.
- Provide training and capacity building to WMO, PMO, and Operator teams on SCADA and cyber risk management.
Qualifications & Experience:
- Bachelor's degree in IT, Computer Science, Control Engineering, Electrical Engineering, or related field.
- Minimum 10 years' experience in SCADA systems, industrial control systems, OT networks, or cybersecurity operations.
- Strong knowledge of IEC 62443, ISO 27001, Modbus TCP/IP, DNP3, IEC-104, and industrial communication protocols.
- Experience with large-scale water/wastewater SCADA deployment preferred.
- Professional cybersecurity or OT certifications preferred: GICSP, CISSP, CISM, ISA/IEC-62443.
- Full professional proficiency in English; Arabic is advantageous.
