Decommissioning Representative (Onshore)

Overview
We are seeking an experienced Decommissioning Representative to provide on-site oversight and independent assurance for an onshore decommissioning project. Acting as the client-side representative, you will ensure activities are executed safely, compliantly, and in accordance with regulatory and environmental permit requirements.
This is a hands-on site-based role with a strong focus on health, safety and environment (HSE) performance, contractor oversight, and day-to-day coordination of decommissioning activities.
Key Responsibilities

Attend daily site coordination, safety, and progress meetings as the decommissioning representative

Monitor progress against the agreed programme, identifying delays, risks, and mitigation actions

Participate in site safety tours and HSE meetings, reinforcing expected safety standards

Provide HSE oversight of onshore decommissioning works in line with UK legislation and industry best practice

Conduct audits of contractor and subcontractor activities, including HSE and regulatory compliance

Identify, escalate, and support investigation of regulatory, legal, or permit non-compliances

Verify waste management practices, including segregation, storage, and transfer documentation

Ensure environmental monitoring data, such as surface water and groundwater, is collected, validated, and suitable for reporting

Confirm all activities are undertaken in accordance with approved procedures, permits, and consents

Coordinate site inductions, access arrangements, and PPE requirements for visiting personnel

Support incident investigations and delivery of site-based HSE and environmental initiatives
Qualifications and Experience

Significant experience in production or process plant operations

NVQ Level 3 in Plant Operations or equivalent, or higher

Strong working knowledge of CDM Regulations

Proven supervisory experience in construction, demolition, or decommissioning environments

Experience applying HSE management systems within regulated industrial facilities
