Job Title: Construction Turnover Coordinator

Position Summary

We are currently seeking a highly experienced Construction Turnover Coordinator to support a major project in Qatar. This role is pivotal in managing the pre-commissioning phase, ensuring a seamless transition from construction to commissioning and ultimately to operations. The ideal candidate will have extensive experience in managing pre-commissioning processes within a high-risk, safety-critical environment such as petrochemical or large-scale industrial projects.

 

Key Responsibilities

Health, Safety, and Environmental (HSE) Leadership

  • Drive a zero-incident safety culture for personnel, vehicles, and property.
  • Ensure adherence to the company's Tenets of Operation and safety policies.
  • Support the enforcement of alertness management, Lock-Out/Tag-Out (LOTO), and Permit to Work (PTW) procedures.
  • Oversee SIMOPS compliance and ensure safe field communication practices.
  • Provide strong leadership during plant pre-commissioning, commissioning, and start-up phases.

Execution & Coordination

  • Coordinate directly with contractors to ensure pre-commissioning plans, documentation, and execution align with contract requirements and HSE standards.
  • Review and provide feedback on contractor pre-commissioning and turnover plans.
  • Monitor contractor tracking systems, punch list closure, and system readiness.
  • Address and resolve contractor RFIs and ensure distribution to appropriate stakeholders.
  • Manage turnover and handover processes from construction to commissioning.
  • Ensure system integrity, readiness, and operational performance are met for acceptance.

Quality Assurance

  • Align QA activities with pre-commissioning milestones and requirements.
  • Resolve quality issues in coordination with QA teams.
  • Review necessary Quality Verification Documentation (QVD) and Site Acceptance Testing (SAT) results.

Planning & Interface Management

  • Participate in contractor planning, scheduling, and progress meetings.
  • Monitor key milestones, deliverables, and interface plans to support the project schedule.
  • Ensure construction completion supports commissioning sequence and startup system priority.

Teamwork & Culture

  • Promote an inclusive and respectful work environment.
  • Foster team collaboration across construction, commissioning, operations, and management groups.
  • Demonstrate personal accountability and leadership in promoting company values.

     

Qualifications & Experience

  • Education: Bachelor's Degree in Mechanical Engineering or equivalent. Candidates with strong operational/pre-commissioning experience will also be considered.
  • Experience: Minimum 20 years of relevant experience in construction, pre-commissioning, and turnover coordination on large-scale industrial or petrochemical projects.
  • HSE Knowledge: Strong understanding of safety regulations and procedures applicable to high-risk environments.
  • Leadership: Demonstrated ability to lead multidisciplinary teams in a fast-paced, high-risk field setting.
  • Problem Solving: Proactive, solution-oriented mindset with the ability to resolve complex on-site challenges efficiently.
