Role Overview
We are supporting a leading industrial organisation seeking a Recruitment and Workforce Planning Specialist to join its Human Capital function. This role plays a key part in aligning workforce capability with business strategy, ensuring the organisation has the right people, with the right skills, at the right time.

The position combines hands-on recruitment delivery with strategic workforce planning, analytics and succession management, working closely with senior stakeholders across the business.

Key Responsibilities

Recruitment Strategy

  • Partner with hiring managers to understand workforce needs and deliver timely recruitment solutions

  • Guide stakeholders through the recruitment and selection process

  • Develop job descriptions, advertisements and sourcing strategies

  • Screen applications, conduct pre-screen interviews and shortlist suitable candidates

  • Coordinate interviews and manage candidate feedback and selection decisions

  • Conduct reference and background checks where required

  • Support offer management and candidate negotiations

  • Build relationships with strategic talent sources and recruitment partners

  • Standardise recruitment processes, tools and evaluation methods

  • Establish competency-based recruitment guidelines to ensure quality hiring decisions

Recruitment Reporting and Analytics

  • Monitor recruitment performance and develop dashboards and reports

  • Analyse time to hire, cost per hire and agency performance

  • Track applicant flow and maintain talent pipelines for future needs

  • Maintain and develop databases of qualified candidates

  • Evaluate recruitment systems and recommend process improvements

Succession Planning

  • Support succession planning activities for critical roles

  • Contribute to performance and potential assessments for high-potential employees

  • Facilitate succession discussions with business units

  • Maintain succession records and provide regular reporting

Strategic Workforce Planning

  • Design and implement workforce planning strategies aligned with business objectives

  • Provide insights on workforce trends and their impact on staffing decisions

  • Develop and maintain short- and long-term manpower plans

  • Forecast workforce demand and assess internal and external supply

  • Support workforce localisation and capability development initiatives

  • Develop job family structures to support career progression

  • Support a performance-driven culture through structured career planning

  • Lead workforce analysis projects and scenario modelling

  • Review and approve manpower requests and assess organisational impact

  • Monitor workforce diversity trends and recommend adjustments where needed

HR Systems and Data Management

  • Ensure workforce data is accurate and up to date within HR systems

  • Identify opportunities to enhance system functionality and data quality

  • Support improvements in workforce reporting and analytics capability

Processes and Reporting

  • Prepare regular manpower and workforce movement reports

  • Maintain records of all workforce changes including transfers, secondments, contract changes and separations

  • Analyse workforce data by grade, function and demographics to identify trends

  • Produce ad hoc analysis to support business decisions

  • Develop tools and processes to improve workforce planning efficiency and automation

  • Provide insights on recruitment constraints, retention risks and workforce opportunities

  • Develop workforce scenarios based on attrition, hiring and promotion assumptions

Qualifications and Experience

  • Bachelor's degree in Business Administration, Human Resources, Finance, Statistics or a related discipline

  • Master's degree is advantageous

  • 5 to 7 years of experience in Human Resources, with exposure to recruitment and workforce planning

  • Experience in large or international organisations is preferred

  • Experience within heavy industry, manufacturing, energy or petrochemicals is an advantage
