Job Purpose:

The WHP Safety Engineer will ensure the robust safety engineering definition and fit-for-purpose design of the Engineering Dossier for the RUYA WHP (Wellhead Platform) project. The role involves delivering safety solutions that meet project and safety standards, focusing on project execution, risk management, safety studies, and coordination across all phases of engineering, fabrication, and installation.

Key Responsibilities:

Safety Engineering & Design:

  • Ensure the Engineering Dossier is delivered with safety engineering that meets NOC standards and is fit for procurement, fabrication, transportation, installation, and safe operation.
  • Coordinate the realization of technical safety designs, ensuring compliance with NOC standards, project specifications, time schedules, and safety requirements.
  • Conduct reviews of safety-related studies (e.g., fire risk analysis, explosion risk analysis, hazardous area classification, etc.) performed by contractors or third parties.
  • Promote field technical optimization/cost savings that comply with project schedules and contracts.

Project Execution & Coordination:

  • Manage Safety discipline tasks according to the project execution plan and contractual requirements.
  • Support procurement engineering, including vendor document reviews and site visits.
  • Assist during fabrication and construction by reviewing engineering documents, non-conformity reviews, and assisting with punch list closures.
  • Support installation and hookup stages, reviewing work-packs, red-marks, and ensuring safety engineering considerations are integrated.

Risk Management & Safety Studies:

  • Identify safety risks and potential scope changes, conducting initial impact assessments and providing detailed information to the Engineering Coordinator.
  • Assist in preparation and attendance at project safety studies (HAZID, HAZOP, SIL, etc.), and provide technical answers during internal project audits.
  • Contribute to the identification and specification of Long Lead Items (LLIs) and support risk management processes.
  • Ensure technical safety decisions are made with clear action paths, reporting to the Engineering Coordinator as required.

Documentation & Standards:

  • Review and comment on project safety documents such as safety concepts, hazardous area classifications, ESD logic diagrams, and fire and gas cause/effect diagrams.
  • Identify and promote optimization in the design dossier at the early stages of detailed design, including value engineering proposals.
  • Manage deviations and derogations to safety standards, assisting in the preparation of deviation packages and securing necessary approvals.

 

Qualifications & Experience:

Education:

  • Engineering degree in Process & Safety Engineering (preferably Loss Prevention).

Experience:

  • Minimum 12 years of experience in Safety Engineering in the offshore oil and gas industry.
  • Strong knowledge of industry codes, standards, and legislation on SSHE (Safety, Health, Environment) aspects.
  • Experience with offshore projects, especially in offshore platforms and integrating new platforms into existing facilities.

Skills:

  • Strong leadership skills and the ability to communicate effectively across multidisciplinary teams.
  • Excellent analytical skills with the ability to assess risks and identify safety solutions.
  • Proven ability to work in multicultural environments and manage complex project interfaces.
  • Fluent in English (both written and oral).

 

Work Environment:

The role will be based at the EPC Contractor premises during the project execution stage, with the possibility of missions to other project locations or vendor sites. The job may involve multiple international missions or relocations to oversee engineering development and ensure adherence to project safety standards.

 

Additional Information:

  • The role requires close coordination with contractors, vendors, and other disciplines throughout the engineering, fabrication, and installation phases.
  • The job holder will contribute to key project studies, such as HAZID, HAZOP, SIL, and PRs, ensuring safety engineering aligns with overall project goals.
  • The position involves both field and office-based work, ensuring the application of safety practices at every stage of the project lifecycle.
