Job Title: Technical Services Lead / Head of Engineering Technical Services

Primary Purpose of the Role
The Technical Services Lead is responsible for providing engineering management services across assigned projects, ensuring technical quality, compliance, safety, and timely delivery. The role involves resource planning for discipline engineers, driving technical assurance, and supporting project teams to achieve agreed objectives.
Key Responsibilities

Provide technical support to the Project Manager and act as the focal point for all engineering management matters.

Lead the engineering task force and coordinate with contractor engineering teams to oversee day-to-day activities.

Monitor multi-disciplinary engineering progress, highlight delays, and demand corrective action where necessary.

Review and endorse technical deliverables, project scopes, and ensure compliance with standards, specifications, and assurance plans.

Manage contract execution technical issues and maintain a technical issues register.

Facilitate and participate in project workshops, including safety reviews, risk assessments, and value improvement sessions.

Support tendering processes and execution of projects with strong technical guidance.

Plan and allocate engineering resources effectively in collaboration with project and functional managers.

Drive continuous improvement and foster a collaborative “one team” culture across client and contractor organisations.

Support capability development by coaching team members and facilitating knowledge transfer.

Contribute technical input to planning, cost, commissioning, and construction teams throughout the project lifecycle.
Decision-Making Authority

Accountable for technical quality and safety within the project framework.

Authority to make decisions on engineering activities in alignment with company procedures and project objectives.

Responsible for defining and securing technical resource requirements for assigned projects.
Role Context and Challenges

Managing complex, large-scale oil & gas projects in a multicultural and multidisciplinary environment.

Frequent long working hours due to global execution requirements and stakeholder coordination across different time zones.

Involves occasional travel to engineering offices, fabrication yards, vendor facilities, and project sites.

Requires balancing cost-effective solutions with robust safety and quality standards.
Qualifications and Experience

Bachelor’s degree in Electrical Engineering or related discipline; advanced degree preferred.

Minimum 15 years’ experience in engineering management, with at least 10 years in major oil & gas projects.

Strong background in solar power plant design and related energy infrastructure.

Extensive leadership and coordination experience managing multidisciplinary teams.
-
Membership in a recognised engineering or project management body is advantageous.

Solid understanding of international engineering standards and project assurance processes.

Proven HSE leadership and a strong track record of implementing technical assurance.
